The City Council of the City of Hastings, Nhnnesota met in a regular meeting on
Monda June 7, 20 10 at : 00 PM in the Council Carnb ers at the Hastings City Hall, 10 1
Fast 0 Street, Hastings, Minnesota.
Members Present: Mayor Hicks, City Councilrne nbers Balsanek, Alongi, Hoilenbeck,
Nelson Schultz, and Slavik

Approval of Minute
Mayor Hicks asked if there were any corrections or additions to the minutes of the
regular City Council meeting on May 17, 20 10. Dearing none, the minutes were approved
as presented.
Council Items to be Consider
sberg requested that two items be added to the Consent Agenda: 2010 NL AG
.Vint Powers Agreement and scheduling a Special Workshop on June 21, 2010 at :o0
p.m.
Moved by Councilmember Schultz, seconded by Councilmember Alongi to add
those items to the Consent Agenda as requested.

Couneilrnember Slavik requested that Item A 16 be moved to Administration for
discussion.

Public Hearing — S torra Water Pollution Prevention Plan Annual Update
Ca en introduced the item and highlighted some of the accomplishments the last
year.
Mayor Hicks opened the public hearing at 7:05 p.m. Hearing no comments, the
public hearing was closed at '7:05 p.m.
Public Hearing for Tam License—Drive About, Inc. and Crabby Cabby, Inc.
Mesl o Lee introduced the item and stated that a public hearing is required before
a. taxi license an a issued.
Mayor Hick opened the public hearing at 7:06 p.m. There was a question about
the different licensing requirements for different vehicles. Hearing no further comments,
Mayor Hits closed the public hearing at 7:07 p.m.
Resolutions-Approve Taxi License: Drive About, In e. and Crabby Cabby, 111c.
Moved by Counoilmernber Nelsor4 seconded by Couneilmember Schultz to
approve the resolutions as presented.
Ayes; nays, none.
Approve Policy Amendment —Permitting Sale of Alcohol at Vets Park
Bernstein introduced the item and recommended that alcohol sales be permitted at
Nets Parr by the Hastings Hawks with staff recommendation on conditions regulating the
sales.
Moved by Councilmernber Schultz, seconded by Councilmen ber Sla ik to
approve the policy amendment as presented and to have a summary provided to the
Council 'in early 2011.

Appointment of Police Chief
osberg stated that the Public Safety Committee, in coordination with the Police
Civil Service Commission recommended to Mayor Hicks and the full City Council the
appointment of Paul Schnell as Police Chief'
Moved by Counoilrrrember Schultz, seconded by Courreilmernber Nelson to
approve the appointment as presented.

Couneitmernb er Schultz thanked staff and the participants for their involvement in
the process and their wort.
Mayor Hick noted that he has appointed Lieutenant Joe Kegler as interim Police
Chief until Police Schnell begins on June 2, 2 0 10.
Park User Variance Request
Moved by Couneilmember Slavik, seconded by Co n llmember Nelson to refer this item
to the Park and Recreation Committee for further discussion.
Announcements
• Councilmember Aiongi requested an update on the Highway 61 speed limit
enforcement. It was noted that Hastings Police is working with other agencies to
coordinate efforts.
• HRA will meet Thursday, June 10 at 6:30 p.m.
• Mayor Hicks announced that Dave 0 sberg is the 2010 recipient of the League of
Minnesota. Cities' Leadership Award, considered the league's top award. The
Council engratulated Osberg, who will be presented with the award on June 24.
