REQUEST Linn Investment Properties LLC. Is proposing to build a new Napa auto parts store at the SE corner of Vermillion St and 15 St. The site was formerly the home of the Jiffy gas station, a house, and a row of parking spaces for Merchants Bank. RECOMMENDATION At the June 14 Planning Commission meeting the Planning Commission voted 6 -0 to recommend approval of the site plan. No citizens spoke on the issue or have provided comments. ATTACHMENTS • Resolution • Location Map • Aerial Photograph • Landscape Plan • Exterior Rendering and Site Plans • Photograph of adjacent properties BACKGROUND INFORMATION Comprehensive Plan Classification The 2020 Comprehensive Plan designates the property as C, Commercial. The proposed use is consistent with the plan. The comprehensive Plan and the Vermillion Street Development Guidelines discuss providing infill development in this area along with controlled vehicular access and pedestrian connections. Zoning Classification The subject property is zoned C3, Community Regional Commerce, which allows for the use. Adjacent Zoning and Land Use The property is surrounded on 3 sides by commercial uses and across the alleyway are residential homes. Existing Condition The site is .69 acres and vacant. Proposed Improvements The site will be developed with a new building and a parking lot. SITE PLAN REVIEW Proposed Building Setbacks Setbacks in commercial districts are not specified. From the property lines, the proposed setbacks are 5.7' along 15 St, 10.9' along Vermillion St, and greater to the south and east. The small setbacks adjacent to the roadways are common along Vermillion Street. Pedestrian Access and Circulation Pedestrian access and circulation are acceptable_ There will be a sidewalk access connection on Vermillion Street. Vehicular Access and Circulation Access to the area will be from an alley that comes off of 15 Street. Staff believes access and circulation are acceptable. All current accesses from Vermillion Street and 15 Streets will be removed. Parking Lot and Loading Areas Parking requirements for retail are based on square feet; parking requirements for the warehousing portion of the building are based on square feet and number of employees. There may be an outstanding issues with delivery trucks and alley usage as the alley pavement south of the site and turning radius on 16 Street may not be conducive to semi - trucks. The required amount of loading space has been met (300 Sq Ft). Use Requirement Spaces Required Proposed Retail 1 per 200 SgFt (2,800 15 finished) 33 warehousing 1 per 1,000 SgFt (< 1,000) or About 10 1 per employee ( <10) 25 total required Parking lots and loading areas are required to be screened from residential property with a 6' tall fence and or 6' tall landscaping. Because the location of the parking lot and alley, there may not be room for the required screening on the property. The Planning Commission directed the applicant to offer additional trees to the neighbors screening to satisfy the screening requirement. (See attached photo of adjacent home). Landscaping Requirements- 1 tree per 4,000 SgFt of paved surface = 3 trees 1 tree per 50' of perimeter = 14 + 3 from above = 17 1 shrub per 40' of perimeter = 9 Trees proposed = 4 on the plans, but has committed one more tree along Vermillion St. (5) Shrubs proposed = 48 on the plans but has committed d many for required parking lot screening. 9 shrubs are required and >48 are being provided. 17 trees are required; 5 are being proposed and there are 4 existing street trees along Vermillion. 8 additional trees are still required. The Planning Commission believes it would be difficult to locate an additional 8 trees on this redevelopment site. The Planning Commission recommended crediting the remaining 8 trees with the high number of shrubs proposed and the possibility of additional trees on the adjacent property. Trash and Recycling Enclosure Outdoor waste storage is prohibited and a waste enclosure building must be constructed if waste and recycling is not stored inside as follows: 1) Wall materials and colors shall be consistent with the main building 2) Outdoor storage shall be waste materials, palettes, boxes, debris, and the like shall be prohibited unless it is screened from public view with a screen wall incorporating materials and colors consistent with the main building. The current proposal meets the Trash and Recycling Enclosure requirements Signage Signage will be processed administratively under a separate sign permit application. Although sign permit review will take place after site plan approval, the following regulations are currently applicable: • 6' tall monument sign with a maximum of 50 Sq ft per side • Wall signage - greater of 40 square feet or 5% of wall area per wall with street frontage. Additional Requirements A landscaped berm or opaque barrier including dense shrubbery is required between the parking lot and Vermillion St. The applicant is proposing a 1.5' berm with dense evergreen shrubbery on top. Architectural Elevations The building is required to have all facades composed of at least 65 percent of Class 1 or Class 2 materials, with Class 1 materials comprising at least 25 percent of the total. The primary exterior materials on all sides are EIFS and decorative masonry blocks (class 2), the remainder of the building will be glass windows (class 1), and brick columns (class 1). The only class 3 material on the building is the garage door. Grading, Drainage, Erosion Control, and Utility Plan Approval of the Site Plan is subject to approval of the Grading, Drainage, Erosion Control and Utility Plans by the Public Works Director and the City's consultant engineer. Photometric Plan A lighting plan is required to be submitted showing the type and location of outdoor lights to determine that they will not illuminate adjacent properties. MN Dot Review Because this site is adjacent to a state right -of -way, MNDot is reviewing the plans and will be submitting its comments soon. HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR NAPA AUTOPARTS STORE LOCATED AT 1501 VERMILLION STREET Council member moved its adoption: introduced the following Resolution and WHEREAS, Linn Investment Properties LLC, has petitioned for Site Plan approval for the construction of Napa auto parts; and WHEREAS, The property is generally located at 1501 Vermillion Street and legally described as Lots 13 through 16, Block 6, W. G. Le Due's Addition, Dakota County, MN; and WHEREAS, on June 14, 2010, review was conducted before the Planning Commission ofthe City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval subject to the conditions of this resolution; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1) Conformance with the City Council Staff Report and plans dated June 21, 2010. 2) Approval is subject to a one -year sunset clause; if a building permit is not obtained within one year of City Council approval, the approval is null and void. 3) A 1.5 -foot tall berm with opaque shrubbery is required between the parking lot and Vermillion Street. 4) One additional tree is required on the site and additional trees must be offered on 124 15 Street E to screen the loading dock. 5) Photometric plan is required. 6) Conformance with engineering's comments dated 6 -2 -2010. 7) Any rooftop equipment must be completely screened from the front elevation, any part of the roof top equipment that is visible from any other elevation must be painted to match the building on which the equipment sits. 8) Accessory building and waste enclosure materials and colors shall be consistent with the main building 9) Outdoor storage shall be waste materials, pallets, boxes, debris, and the like shall be prohibited unless it is screened from public view with a screen wall incorporating materials and colors consistent with the main building. 10) All disturbed areas on this property shall be stabilized with rooting vegetative cover, asphalt, or cement to eliminate erosion problems. 11) All exterior lighting is required to be shielded down and away from adjacent properties and right -of -ways. 12) All signage will require a separate sign permit. Signage depicted on the site plan submittal does not constitute approval. 13) All parking and drive aisle areas shall be constructed to City standards including bituminous surfacing and concrete curb and gutter. Any uncompleted site work (including landscaping) must be escrowed for prior to issuance of a certificate of occupancy. 14) Ensure existing pavement quality and width is adequate to handle truck traffic within the alley. 15) The property owner will be responsible for any damage to the edges of the pavement or curbing in the alley caused by delivery trucks traveling off of the driving surface. 16) The applicant must install a "no- trucks beyond this point" or similar sign at the southern lot line to prohibit trucks from going any further south than the Napa frontage Council member moved a second to this resolution and upon being put to a vote it was unanimously adopted by all Council Members present.
