City Council
June 7, 2010
The City Council of the City of Hastings, Minnesota met in a regular meeting on
Monday, June 7, 2010 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101
th
East 4 Street, Hastings, Minnesota.
Members Present:
Mayor Hicks, City Councilmembers Balsanek, Alongi, Hollenbeck,
Nelson Schultz, and Slavik
Staff Present:
City Administrator Dave Osberg

Approval of Minutes
Mayor Hicks asked if there were any corrections or additions to the minutes of the
regular City Council meeting on May 17, 2010. Hearing none, the minutes were approved
as presented.
Council Items to be Consider
Osberg requested that two items be added to the Consent Agenda: 2010 MAAG
Joint Powers Agreement and scheduling a Special Workshop on June 21, 2010 at 6:00
p.m.
Moved by Councilmember Schultz, seconded by Councilmember Alongi to add
those items to the Consent Agenda as requested.
7 Ayes; Nays, none.
Consent Agenda
Councilmember Slavik requested that Item #16 be moved to Administration for
discussion.
Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve
the Consent Agenda as amended.

Public Hearing – Storm Water Pollution Prevention Plan Annual Update
Caven introduced the item and highlighted some of the accomplishments the last
year.
Mayor Hicks opened the public hearing at 7:05 p.m. Hearing no comments, the
public hearing was closed at 7:05 p.m.
Public Hearing for Taxi License—Drive About, Inc. and Crabby Cabby, Inc.
Mesko Lee introduced the item and stated that a public hearing is required before
a taxi license can be issued.
Mayor Hicks opened the public hearing at 7:06 p.m. There was a question about
the different licensing requirements for different vehicles. Hearing no further comments,
Mayor Hicks closed the public hearing at 7:07 p.m.
Resolutions—Approve Taxi License: Drive About, Inc. and Crabby Cabby, Inc.
Moved by Councilmember Nelson, seconded by Councilmember Schultz to
approve the resolutions as presented.
7 Ayes; nays, none.
Approve Policy Amendment—Permitting Sale of Alcohol at Vets Park
Bernstein introduced the item and recommended that alcohol sales be permitted at
Vets Park by the Hastings Hawks with staff recommendation on conditions regulating the
sales.
Moved by Councilmember Schultz, seconded by Councilmember Slavik to
approve the policy amendment as presented and to have a summary provided to the
Council in early 2011.

Appointment of Police Chief
Osberg stated that the Public Safety Committee, in coordination with the Police
Civil Service Commission, recommended to Mayor Hicks and the full City Council the
appointment of Paul Schnell as Police Chief.
Moved by Councilmember Schultz, seconded by Councilmember Nelson to
approve the appointment as presented.

Councilmember Schultz thanked staff and the participants for their involvement in
the process and their work.
Mayor Hicks noted that he has appointed Lieutenant Joe Kegley as interim Police
Chief until Police Schnell begins on June 28, 2010.
Park User Variance Request
Moved by Councilmember Slavik, seconded by Councilmember Nelson to refer this item
to the Park and Recreation Committee for further discussion.
Announcements
Councilmember Alongi requested an update on the Highway 61 speed limit
enforcement. It was noted that Hastings Police is working with other agencies to
coordinate efforts.
HEDRA will meet Thursday, June 10 at 6:30 p.m.
Mayor Hicks announced that Dave Osberg is the 2010 recipient of the League of
Minnesota Cities’ Leadership Award, considered the league’s top award. The
Council congratulated Osberg, who will be presented with the award on June 24.

Moved by Councilmember Schultz, seconded by Councilmember Nelson to adjourn
the meeting at 7:34 p.m.
