Subject: Hastings to Red Wing Trail
The City of Hastings has been participating in a concept plan to have a trail beginning in Hastings and reaching
Red Wing, ultimately connecting to the Cannon Valley trail system.
I have enclosed information from other participating local units of government regarding this trail concept
proposal. In addition, I have also enclosed some trail background information for your review. I am seeking
approval from the City Council to approve the concept Hastings portion of this trail only.
Both the Parks and Recreation Commission and the Parks and Recreation Committee of Council reviewed this
proposal and recommended approval by the full City Council.

Just a note FYI; Red Wing Planning Commission reviewed the Hastings to Red Wing Master Plan with the revisions as
approved by Goodhue County and adopted a motion on December 15 recommend that the Red Wing City Council
accept the master plan report with the revisions. The Red Wing City Council will consider a motion of acceptance at their
meeting scheduled for January 11

The Goodhue County Board approved the staff recommendation in this report at their meeting last
night. There was quite a bit discussion about not using condemnation for this trail.

Seifert wanted to know what the .tones Lake Property owners thought so we met with Tom one of the

To accept the Hastings to Red Wing Trail Master Plan (Attachment A) as amended by the Goodhue County Board
of Commissioners at its meeting on December 1, 2009 (Attachment B). The amendment broadens the preferred
trail alignment search corridor in Goodhue County.
SUMMARY
The master plan scope focuses on establishing both preferred and optional trail alignments from Hastings to Red
Wing. The master plan recommends a trail corridor that that offers high recreational value and provides continuity
to local, state, and regional trails (e.g. Mississippi River Regional Trail, Cannon Valley Trail). The trail corridor is
consistent with the National Mississippi River Trail Plan and (for the portion in Dakota County) the Metropolitan
Council Regional Park Policy Plan, Dakota County 2030 Comprehensive Plan and Dakota County Park System
Plan.
Hastings To Red Wing Trail History
1990's Local advocacy groups -fostered the idea of developing a trail corridor between Hastings and Red Wing
along the Mississippi River that would complement other existing and planned trails.
2004 The Parks and Trails Council of Minnesota conducted a feasibility study which indicated that the corridor
would attract many users similar to the Cannon Valley Trail.
2007 An informal committee of trail advocates was formed to review opportunities and develop consensus on
next steps. The committee recommended that a trail master plan be developed that defines a preferred
alignment and solicits public input.
200718 The Parks and Trails Council of Minnesota agreed to serve as a project coordinator, securing funding of
$8,000 each from Red Wing, Hastings, Goodhue County and Dakota County as project collaborator to
prepare the master plan (Resolution No. 07 -537). A 15- member task force was assembled to provide
oversight and input on key planning issues. The task force included representatives from the project
collaborators and from the National Park Service, Ravenna Township, and Welch Township.
2009 The master plan was completed under the direction of the Parks and Trails Council, task force and with
opportunities for public input.
Master Plan Recommendations
The master plan recommends primary and optional trail routes to provide implementation flexibility based on
potential technical and landowner issues. In Dakota County, the preferred trail alignment will primarily follow County
State Aid Highway 54. The master plan recommends that the preferred governance is for state trail designation
with management by the Department of Natural Resources. The document also suggests governance options of a
regional partnership or joint powers board between the associated local units of government.
Both Goodhue County and the Red Wing City Council accepted the plan with the amendment from Goodhue
County. Ravenna Township reviewed and voted unanimously to support the Master Plan Report (Attachment C).
The City of Hastings will consider the master plan at a future meeting. The Dakota County Park and Recreation
Advisory Committee recommended acceptance of the plan with the Goodhue County amendment.

The estimated cost for acquisition and development of the master plan is $6.25 million. Future funding would likely
be derived from the State of Minnesota based on the plan's governance preference for a state trail designation.

RESOLUTION
Acceptance Of Hastings To Red Wing Trail Master Plan
WHEREAS, a trail corridor from Hastings to Red Wing is consistent with the National Mississippi River Trail Plan

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby accepts the
Hastings To Red Wing Trail Master Plan as amended by the Goodhue County Board on December 1, 2009; and
BE IT FURTHER RESOLVED, That the implementation of the plan, including selection of a final trail route is
contingent upon successfully addressing technical and landowner Issues.

The Goodhue County Board of Commissioners on Tuesday, December 1, 2009, at 5:00 p.m. in the County Board
Room, Red Wing, MN with Commissioners Samuelson, Rechtzigel, Bryant, Allen and Seifert all present.
C /Allen called the meeting to order and asked for disclosures of interest. There were none,

meeting minutes.

1, Approve the South East Region Counties / Region One Counties Mutual Aid Agreement for Emergency

truck front bumper.
3. Approve the 2010 Natural. Resource Block Grant Agreement.
4. Approve the Joint Powers Agreement for Region One South East Minnesota Homeland Security Emergency
SHERIFF'S REPORT
Wireless Site Preparation Services. Goodhue County solicited bids for wireless site preparation services. Three
bids were received. Staff recommended the board approve to move forward with the low bidder, Omni Contracting,
subject to county attorney approval.

for the Wireless Site Preparation Services.
Mobile Data Users Agreement. This agreement is for all of the entities inside of Goodhue County and will cover the
costs associated with their share of the Mobil Data project, This agreement has been presented to the city councils
within Goodhue County.
CBryant questioned the cities that the county contracts with and if they were being charged. Sheriff Albers stated
that they would not be charged,

Addendum.
