HomeMy WebLinkAbout20100517 - VIII-A-1 MEMO To: Honorable Mayor and City Council From: Tom Montgomery Date: May 10, 2010 Re: Resolution – Hwy 61 Speed Limit Reduction At the May 3 Council meeting, staff was directed to prepare a resolution supporting a lower speed limit on Hwy 61 north of the bridge. Enclosed for Council consideration is a resolution expressing concerns about safety on Hwy 61 due to increasing congestion and traffic speeds. The proposed resolution requests MnDOT to adopt a temporary slower speed limit from now through the end of the bridge construction project. Upon completion of the project, the proposed resolution requests MnDOT to conduct a speed study to determine a safe speed limit for this section of Hwy 61 (something MnDOT has already said it plans to do). CITY OF HASTINGS DC,M AKOTA OUNTY INNESOTA Resolution No. Resolution Requesting a Speed Limit Reduction on Trunk Highway 61 between Trunk Highway 10 and the Mississippi River Bridge WHEREAS, high traffic volumes and increased congestion on Trunk Highway 61 between Trunk Highway 10 and the Mississippi River bridge are creating concerns about traffic safety, and WHEREAS, with the start of the Mississippi River bridge construction later this year, traffic congestion is expected to increase, whether through bridge construction activities or by travelers slowing to view bridge construction activities, and WHEREAS, the Hastings City Council is concerned that the existing 60 mph speed limit between Trunk Highway 10 and the Mississippi River bridge, combined with increased traffic congestion, has created a safety problem on this section of Trunk Highway 61. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; 1.The Minnesota Department of Transportation is asked to temporarily reduce the speed limit on Trunk Highway 61 between Trunk Highway 10 and the Mississippi River bridge, beginning as soon as possible and running through the end of the bridge construction. 2.The Minnesota Department of Transportation is asked to install ā€œJā€ Barriers and speed monitoring signs. 3.Following completion of the bridge construction, the Minnesota Department of Transportation is asked to conduct a traffic study to determine an appropriate and safe speed limit for this section of Trunk Highway 61. FURTHERMORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS THAT: The Minnesota Department of Transportation is asked to consider the feasibility of installing highway TV monitors that would tie into the Metro Traffic Control and other media sources to allow individuals on opportunity become more formally informed of the traffic and congestion situation on the Highway #61 Bridge and the immediate area.
