HomeMy WebLinkAbout#4 Fencing reportMemo To: Planning Commission From: Justin Fortney, Associate Planner Date: May 10, 2010 SubjectCorridor Fencing Amendment - Draft : REQUEST The Planning Commission is asked to review a draft amendment to the subdivision ordinance regulating fencing along main corridors. Staff now believes the proposal would be more appropriately placed in the subdivision ordinance as the Public Works Design Manual is only applicable to the public rights-of-way. The attached draft proposal is similar to one the Planning Commission approved recently for the Public Works Design Manual. The Subdivision ordinance is only applicable to new subdivisions so existing ones affected by road projects will be regulated by department policy. HISTORY A recent fence variance highlighted how fences along corridors could be viewed by visitors to the city. It was said that a great variety of fence types, heights, or locations could give a negative aesthetic impression of the City. The Planning Commission recommended that fences along the main entrances to the city be more consistent. PROPOSED AMENDMENT - DRAFT Subdivision ordinance 154.06 Required Improvements SECTION ONE - PRELIMINARY PLATS Screening. H. Lots will be reviewed to determine if landscaping or fencing will be required along the rear and side yards abutting an arterial street. If either is required, they must be of uniform style and appearance throughout the subdivision. (Re-lettering of remaining section) The following will become a policy during road reconstruction projects: When landscaping or fencing is removed during a street reconstruction project, new screening of landscaping or fencing may be required along the rear and side yards abutting an arterial street. If either is required, they must be of uniform style and appearance throughout the subdivision.
