HomeMy WebLinkAbout04-19-10Hastings, Minnesota City Council April 19, 2010 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, Aril 19, 2010 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4 Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Balsanek, Alongi, Hollenbeck, Nelson Schultz, and Slavik Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Public Works Director Tom Montgomery Parks and Recreation Director Barry Bernstein Approval of Minutes Mayor Hicks asked if there were any corrections or additions to the minutes of the regular City Council meeting on April 5, 2010. Hearing none, the minutes were approved as presented. Presentation —Youth Recycling Program Proclamation— Retirement of TRAC Driver Shirley Soggiorno Shirley was thanked for her years of service as a TRAC driver. Proclamation — Retirement of Parks & Recreation Superintendent Kevin Smith Kevin was thanked for his years of service to the City of Hastings. Council Items to be Considered Moved by Councilmember Alongi, seconded by Councilmember Schultz to add a Special Meeting on May 26 to the Consent Agenda. 7 Ayes; Nays, none. Consent Agenda Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the Consent Agenda as amended. 6 ayes; Nays, None. 1, Pay Bills as Audited 2. First Reading/Order Public Hearing —City Code Amendment: Transient Merchants 3. Accept Quotes & Authorize Work— Highway 61 Spot Utility Work 4. Accept Quotes & Authorize Work Spot Utility Lining Work: Sanitary Sewers 5. First Quarter Transfer for the LeDuc Trust Funds 6, Approve Special Event—East Hastings Improvement Association: 0 of July Event 7. Approve Appointment of Jennifer Garrett as a Parks and Recreation Commissioner 8. Special Meeting Notice Monday, May 26 at 6:00 p.m. City of Hastings April 19, 2010 City Council Minutes Page 2 of 3 Approve Design Change for 2010 Infrastructure Improvements— Narrow Westview Drive North of Highway 55 to 28 Feet Wide Montgomery introduced the item and recommended the street be narrowed as there is no parking permitted. There was discussion about notification process, impacted property, and assessment rate. Moved by Councilmember Slavik, seconded by Councilmember Nelson to approve the change as presented. 7 Ayes; Nays, none. Presentation —Met Council TransitLink Program Gerri Sutton from Met Council was present to discuss the transition to the TransitLink program, which will occur on May 3, 2010. TRAC will end operations on Friday, April 30, 2010. There were questions about access to the park & ride lot in Cottage Grove. Sutton stated that they anticipate making peak trips There were also questions about the ADA certification process. First Reading/Order Public Hearing — Charter Amendment: Section 2.04: Primary Elections and 2.05: Petitions for Elections Bernstein introduced the item and provided background on the proposed change. Mesko Lee introduced the item and outlined the proposed changes, which would amend the language to defer to statutory language for election dates. Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve the first reading and order the public hearing for May 5, 2010. 7 Ayes; Nays, none. Second Reading/Charter Amendment — Section 3.06: Mayor -Lave Enforcement and 3.11: Powers and Duties of the City Administrator Moved by Councilmember Nelson, seconded by Councilmember Hollenbeck to approve the charter amendment by ordinance as presented. 7 Ayes; Nays, none. Resolution— Approve 2010 Polling Locations Mesko Lee introduced the item and outlined the three new polling locations for 2010 and affirmed the five other polling places which are similar to previous years. Moved by Councilmember Alongi, seconded by Councilmember Nelson to approve the resolution as presented. 7 Ayes; Nays, none. Announcements • The City Council's next meeting will be Monday, May 3 at 7:00 p.m. • TransitLink public meetings will be held Tuesday, April 27 at 3:30 at City Hall and Thursday, April 29 at 10:30 at the Senior Center. • Arbor Day events will be held on Friday, April 23 at Wallin Park at 1 p.m. • City Clean Up Day and Parks Clean Up Day will both be held Saturday, April 24 City of Hastings April 19, 2010 City Council Minutes Page 3 of 3 LeDuc will have its annual garage sale on Friday, April 30 and Saturday, May 1, 2010 • Charter Commission will meet on Thursday, April 29 at 7:00 p.m. • Happy birthday to Mayor Hicks and Councilmember Slavik Adjournment Moved by Councilmember Schultz, seconded by Councilmember Slavik to adjourn the meeting at 7:47 p.m. 7 Ayes; Nays one.
