Re: Water Service Repair Assessment Request — 583 Kendall Drive
Enclosed for Council approval is a request from Jackie Tix of 583 Kendall Drive for the
City to pay the cost to repair her water service line and assess this cost back to the
property. With similar requests for utility service repair, the City Attorney has prepared
an agreement and waiver of assessment appeal for property owners to sign, spelling out
the conditions and terms of the assessment and protecting the City from an assessment
appeal.
COUNCIL FICTION REQUESTED
The Council is requested to approve Ms. Tix request for the City to fund the water
service repair and assess this cost back to their property under the condition that they first
enter into an assessment agreement with the City.

Hello Nick Egger - My name is Jackie Tix and I own the above referenced property with Jenny Lawrence for the past couple
of years. Our water line broke in our front yard on April 15th. Lorland Sewer and Water, Inc. is fixing the whole pipe that
runs into my home today, April 20th. One of my neighbors patched his pipe when it broke and 2 years later it busted again.
I've come to find out that roughly 5 of my neighbors on my block have had this happen to their property as well. When the
properties were built on my block back in 1997, the builder used inside cooper piping on the outside! My homeowners
insurance are not paying for anything and the City of Hastings is not paying for anything either (even though they did an
inspection of the property when it was built). As of right now, I do not have a final amount that needs to be paid cause its
under construction right now but Lorland gave me a verbal estimate of $2,000 to $7,000. This is alot of money and I'm
requesting it to be put as an assessment on my property. Please email me back confirming you received this and let me
know if you need any other information from me.
