Drive
The Engineering Department solicited quotes from two specialty contractors to perform
th
trenchless watermain repair along Pleasant Drive from 16 Street to Honeysuckle Lane.
The work involves “pipe-bursting”, in which a new, drinking water rated plastic PVC
watermain pipe will be pulled through the existing watermain pipe behind a “bursting”
head, which breaks up the old pipe.
The following is a summary of the results.

Though slightly more expensive than traditional watermain replacement, this type of
installation will eliminate the need to excavate the entire 580 foot long stretch of Pleasant
Drive, instead requiring excavation only at the two ends of the replacement section and at

15 Street. The process will take less time and cause less inconvenience to the public. It
will also preserve the existing curb and gutter, allowing for the street construction
contractor to use the process of “full depth recycling” of the pavement.
This work would begin in mid to late May and be completed over the course of a few days.
Council is requested to approve the quote from Penn Contracting, Inc., and authorize work
to begin.

completion of the preliminary TV phase of the project. Stated prices are subject to adjustment if design
changes are agreed upon.

ROPOSAL NCLUSIONS
The prices stated in this proposal are based on drawings and as-built information furnished by the City of
Hastings, MN:
1. One (1) mobilization and one (1) demobilization.
2. Excavation pits, shoring of all pits to Insituform standards using shoring boxes, backfilling of pits, site
restoration, and traffic control. A typical pit excavation drawing is attached to this proposal.
3. Pits will be required at valves, tees, or bends greater than 22 degrees not shown on plans at the
direction of Insituform.

4. Disassembly and reassembly of water mains at locations determined by Insituform.
5. Pipe line cleaning, up to 3 passes – Loose debris and “normal” deposits using a scraper, “pig”, or jet-
sprayer only. Should extraordinary conditions exist beyond what was provided, then cleaning beyond 3
passes will be paid as an extra along with any needed point repairs.
6. Rehabilitate / line water mains with InsituMain liner.

7. Provide Pre & Post – Video inspections and documentation of existing pipe prior to and after installation
of InsituMain liner.

8. Conform to Insituform’s safety practices and confined space safe entry practices.
9. Pressure test after installation of InsituMain– based upon ASTM F 1216 – 07b standard practice

ROPOSAL XCLUSIONS
Not included in the prices stated in this estimate are costs associated with the items listed below. These

reimbursed by the City of Hastings, MN:
1. No air relief valves have been identified for this lining project.
2. No by pass or temporary water supply lines are included in the proposal. Based on current valve
configuration and no service lines located on this main, by pass or temporary supply lines are not
required. If this differs than provided information, a by pass or temporary supply line can be provided at
an additional charge.
3. Disposal of any hazardous / foreign material removed from excavation pits or water mains.
4. If preliminary video inspection of the pipe interior indicates excessive damage, or other extra-ordinary
condition, which will require excavation or other extraordinary remedy, to prepare the pipe for installation
of the InsituMain will be a charged as an extra. This will include excessive roots, excessive debris, and

protruding taps and point repairs.
5. Any / all permits or fees for excavations (either within paved or unpaved areas), easements, or other
rights-of-way as may be required by the City or other governmental entities.
6. Manual operation of any pumping and / or metering stations and turning off water flow at all gate valves.
7. Water from fire hydrants that are not within a convenient distance from each cleaning and inversion site
location. Water Hauling rate: $125.00/hour.
8. Any / all permits, special fees, or railroad protective insurances, etc.
9. State and local sales and / or use taxes on the value of the project. If tax exempt please submit the
appropriate documentation.
10. BacT testing (for both temporary by pass and final main line post rehabilitation) – will be provided by the
City of Hastings, MN
11. Any special fittings required for installation of gate valves or fire hydrants.
12. Onsite equipment storage
13. Performance and Payment Bond not included. This is available upon request, but if required add 2.5
percent to the total project cost.

DDITIONAL ONDITIONSLARIFICATIONS TO ROPOSAL
1. To coordinate with the proposed street construction and meet timeframes designated by the City of
Hastings for completion of May 31, 2010, contract award shall be on or before May 3, 2010 to allow
sufficient time for material manufacturing and delivery.
2. Two of the three pits necessary for installation of the InsitumainLiner sytem will only be restored to

suitable driveable condition such as Class V. These pits will be located at the intersection of

Honeysuckle Lane and Pleasant Drive and 15 Street West and Pleasant Drive. The third pit,

located at 16 Street West and Pleasant Drive will be fully restored to original condition.

WARRANTIES, INCLUDING WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A
PARTICULAR PURPOSE, CONTRACTOR AGREES TO CORRECT ANY DEFECTS IN THE
MATERIALS OR SERVICES PROVIDED BY CONTRACTOR WHICH ARE BROUGHT TO THE
ATTENTION OF CONTRACTOR WITHIN ONE YEAR FOLLOWING COMPLETION OF
CONTRACTOR'S WORK, PROVIDED OWNER AFFORDS CONTRACTOR SUITABLE ACCESS AND
WORKING CONDITIONS TO ACCOMPLISH SUCH CORRECTION.
c) MUTUAL RELEASE OF CONSEQUENTIAL DAMAGES. Neither party shall be liable to the other for
consequential damages relating to or arising out of the Contract.
d) PROPOSAL SUBJECT TO NEGOTIATION OF OTHER STANDARD TERMS OF AGREEMENT. This
proposal is subject to agreement of the parties on other terms and conditions as are customary in
contracts of this nature.
e) Quantities are estimated. Unit prices apply for actual invoice and payment.
f) Payments are due at net within thirty days (30) of invoice. Final payment is due within thirty days of
completion of project. Monthly progress partial payments may be requested for the value of work in
progress or completed, including materials secured and on site.
g) Prices stated are in effect for ninety (90) days from the date of this proposal. The acceptance period
