MEMORANDUM
TO: Honorable Mayor and City Councilmembers
FROM: Dave Osberg, City Administrator
DATE: April 29, 2010
SUBJECT: Local #49 Union Memorandum of Understanding
RECOMMENDED CITY COUNCIL ACTION
It is recommended that the City Council take action approving the attached Memorandum
of Understanding with the Local #49 Union as relates to the TRAC Drivers and a one
time severance program.
BACKGROUND
At the City Council meeting on Monday April 5, 2010 direction was provided to Staff on
certain parameters that might be considered for additional severance for those TRAC
Drivers impacted by the change to the Transit Link program. Throughout the last month,
Staff has discussed several times with the Union representation items to consider for
including in the Memorandum of Understanding. The attached MOU illustrates the items
that each party could agree: certain severance payout; letters of reference and opportunity
for seasonal work. In addition, a provision recognizes that this does not establish a past
practice, nor binding for future similar situations.
