Spot Utility Lining Work – Sanitary Sewers
The Engineering Department solicited quotes from two specialty contractors to perform
sanitary sewer lining in several areas of the City. The work involves installation of a Cast
In Place Pipe (CIPP) within the existing sanitary sewer pipe, eliminating the need to
excavate the road and replace the pipe, which is more costly and more time consuming.
The following is a summary of the results.

CONDITIONS:
The following items are to be provided by others at no additional cost to V&C:
-Unrestricted access to work area(s) for V&C crew and equipment.
-Locations and access to all manholes/structures prior to mobilization to site(s).
-Access and permitting for use of hydrants (or equivalent) in immediate work area(s).
-Dumpsite for debris removed from lines to be cleaned
-Set of plans detailing sewer system layout with correct manhole/structure numbers.
NOTES: 1. Veit assumes that lines are in good enough condition for lining operations. If upon pre-inspection of the
pipe to be lined, it is determined that lining isn’t possible without a point repair, the owner will be notified
and be given the information necessary to determine the course of action to take. If lining does not occur, owner will
be charged time and material rates for work that was completed.
2. Veit intends to use CIPP lining of the 15” pipe from MH to MH on Tyler Street (202 lf) and is priced accordingly.

4. Veit warranties materials and workmanship for 1 year after project completion.

RE: Insituform® Rehabilitation Proposal for 650 LF of 8-inch VCP, 100 LF of
12-inch VCP, and 90 LF of 15-inch VCP

Dear Mr. Egger:
Insituform Technologies USA, Inc. (ITI) is pleased to submit to you this proposal for the
rehabilitation of sanitary sewer located in various locations in Hastings, MN.
Over the past 35 years, ITI has rehabilitated over 75 million feet of sewer and drainage
piping worldwide. The Insituform® process consists of installing a specifically designed
resin saturated polyester felt tube into the exiting sewer and curing it in place. The result
is a seamless, jointless durable composite pipe within the old pipe, improving its structure
and minimizing leakage. The piping is returned to service in a fraction of the time
required by conventional methods. As a result, the Insituform® process is faster, cleaner,
safer, and performed at less cost than other repair alternatives.
Following is a cost estimate for installation of approximately 833 LF of 8, 12 and 15-inch
Insituform® Cured-in-Place Pipe designed as a fully structural pipe once installed and
manhole rehabilitation using Quadex Manhole Liner Product at ½” thick.

This proposal serves as a unit price contract for completion of the work described and
may be adjusted to take into consideration any unforeseen or unusual circumstances that
may arise such as collapsed pipes that require open excavation or required night work.
Final invoicing for the project will be adjusted accordingly based on final agreed upon
quantities.
SCOPE OF WORK & DESIGN CONSIDERATIONS
The scope of work includes installation of approximately 833 LF of CIPP into an 8-inch,
12-inch, and 15-inch vitrified clay sanitary sewer pipe and reinstatement of services.
Estimate is also based on installing the CIPP during regular working hours and bypass
pumping is included in the LF price for the CIPP. If night work is requested, additional
costs may be incurred. This cost estimate also assumes a completion date of May 10,

2010 for the 12-inch line on 6 Street if contract award is 4/18/10. The remainder of the
work would be completed Summer 2010.
The CIPP pipe designs are based on information provided by the customer and should be
verified by the customer prior to proceeding with this project. Should any other
conditions, existing or expected in the field, over the design life of the Insitupipe differ
from the information based herein, then the appropriate adjustments should be made to
the design calculations, along with the appropriate price adjustment.

The prices stated in this proposal do not include the following items. If provided by
Contractor, the cost will be charged as extras; otherwise Owner will furnish these items at
no cost to Contractor:
Performance/Payment Bond (at 2.5% of proposal price)
Special Insurance such as OCP, Builders Risk
Water from a fire hydrant or other high volume source within a convenient
distance
Removal and disposal of any hazardous or toxic materials encountered
nighttime work
Any holiday work, , rush delivery or adverse weather work
LIMITED WARRANTY
IN LIEU OF ALL OTHER EXPRESSED, IMPLIED AND/OR STATUTORY.
WARRANTIES, INCLUDING WARRANTIES OF MERCHANTABILITY AND
FITNESS FOR A PARTICULAR PURPOSE, CONTRACTOR AGREES TO
CORRECT ANY DEFECTS IN THE MATERIALS OR SERVICES PROVIDED BY
CONTRACTOR WHICH ARE BROUGHT TO THE ATTENTION OF
CONTRACTOR WITHIN ONE YEAR FOLLOWING COMPLETION OF
CONTRACTOR'S WORK, PROVIDED OWNER AFFORDS CONTRACTOR
SUITABLE ACCESS AND WORKING CONDITIONS TO ACCOMPLISH SUCH
CORRECTION.
STANDARD TERMS and CONDITIONS
Removal, transporting, and disposal of any hazardous or toxic materials encountered
during the project will be the responsibility of the Owner.
All labor, equipment, material, supervision, and mobilization necessary to complete the

Insituform process per the above conditions, and Insituform specifications, are
included.
Any restrictions in our normal weekday work hours required by local, state, and/or
federal authorities (due to noise restrictions or other reasons not known at the time of this
proposal) will be an extra charge.
MUTUAL RELEASE OF CONSEQUENTIAL DAMAGES
Neither party shall be liable to the other for consequential damages relating to or arising
out of the Contract.
PAYMENT TERMS
Payment due in full due within thirty days of completion of the project, no
retainage to be held
Prices stated are in effect for sixty days (60) from the date of this proposal
