I am attaching a copy of the court order appointing the six commissioners, subject to their acceptance and oath
being filed within 30 days of December 16th. Please proceed with obtaining the acceptance and oath forms from
all six commissioners and forward those to me as soon as possible. You should be able to use the template
emailed to you on 12/8. You will need to insert the names and have their signatures notarized.
For the two "existing" commissioners, Dan Knack (appointed 5/1/97) and Connie Blasing (appointed 5/1/96), we
can discuss how you want to proceed with them. The city code term limit for commissions does not expressly
exclude application to the charter commission. The state statute authorizing charter commissions does not set
any term limits so it is interpreted to allow unlimited terms. Because the charter commission is not a commission
established by city ordinance (it is created by state statute) we can take the position the term limits in the city
ordinance applying to commissions, generally, does not apply. Unless you think differently or believe Connie has
a concern with this, that is probably how we should proceed. Connie and Dan would then be two ongoing,
previously appointed commissioners who do not need to go through another appointment process. Let me know
your thoughts on this.
Assuming all six new appointees qualify by delivering their acceptance and oath, and the two existing
commissioners do not resign, there will be 8 active commissioner which satisfies the minimum of 7 acting.
