SUBJECT: Resolution to Participate in Dakota County All-Hazard Mitigation
Planning Process
Description•
Resolution to support and participate in updating the Dakota County All-Hazard
Mitigation Plan. This All-Hazard Mitigation Plan includes natural and man-made
disasters. This plan does not replace our City of Hastings Emergency Operations Plan
but enhances our disaster planning and response process.
Back~round•
Under the Disaster Mitigation Act of 2000, all counties and cities are required to have an
All-Hazard Mitigation Plan in place. With the assistance of Emergency Managers
throughout Dakota County, acounty-wide plan was written that would encompass each
city and raral area we serve.

Aside from staff support, this resolution will not have any i=xnancial impact on the city.
Requested Action:
It is requested that the Hastings City Council approve the Resolution to Participate i1~
updating the Dakota County A11-Hazard Mitigation Plan.

RESOLUTION OF THE CITY OF HASTINGS
PARTICIPATION IN THE
DAKOTA COUNTY ALL-HAZARD MITIGATION PLANNING PROCESS
WHEREAS, the County of Dakota coordinated preparation of an initial multi-
jurisdiction a11-hazard mitigation planning process as established under the Disaster
Mitigation Act of 2000; and
WHEREAS, the City of Hastings participated in drafting the plan, and later
reviewed and approved the plan; and
WHEREAS, federal law requires the plan to be updated every five years; and
WHEREAS, the Act requires public involvement and local coordination among
Iocal units of government and businesses as part of the planning process; and
WHEREAS, the plan must include descriptions of land uses and development
trends, risk assessment including past hazards, hazards that threaten the county, maps of
hazards, and estimates of structures at risk; and
WHEREAS, the plan must include a mitigation strategy including goals and
objectives and an action plan identifying specific nr~itigation projects and costs, in
addition to; and a maintenance or implementation process including plan updates,
integration of the plan into other planning documents, and public education components;
and
WHEREAS, approval of the all-hazard mitigation plan update will continue the
County's eligibility to receive federal and state Hazard Mitigation Grant Program project
grants; and
WHEREAS, this resolution does not preclude the City of Hastings froYn preparing
its own plans sometime in the future should we desire to do so.
NOW THEREFORE BE IT RESOLVED that the City of Hastings supports the
County hazard mitigation planning effort and agrees to participate with the County in
preparing an update to the multi-jurisdictional plan and recognizes that the plan will
apply within the city and townships.
This Resolution was declared duly passed and adopted and was signed by the Hastings
Mayor and attested to by the Hastings City Council this 5th day of April, 2010.
