CHARTER COMMISSION
CITY OF HASTINGS, MINNESOTA
JULY 20, 1995
PRESENT: Edith Kaiser, Denice Kehn, Virginia Brown, Pat Mathison, Terry Sieben, Gene
Sabaitis.

The meeting was called to order at 7:00 PM by Chairperson Edith Kaiser and she
declared a quorum present.
ITEM III
Approval ~f Minvte~
Motion by Commissioner Kehn, seconded by Commissioner Sieben to approve the
minutes of the April 20, f995 Charter Commission meetings. All voted in favor.

Chairperson Kaiser presented to the Commission the plaque that she will present to
former Chairperson Tam Novak
OATH OF OFFICE
Deputy City Clerk (City Administrator) Dave Osberg administered the Oath of Office
to Gene Sabaitis.
RESIGNATION NOTICE
Motion by Commissioner Sieben, seconded by Commissioner Mathison to accept the
resignation of Mike McCabe from the Charter Commission. A11 voted in favor.
ITEM V
IVew State Law Requiring 60 Day Zoning Review Process
City Attorney Shawn Moynihan and City Administrator Dave Osberg presented
information to the Charter Commission regarding a new State Law that requires City
action on planning and zoning application within 60 days. Moynihan and Osberg
presented concepts to the Charter Commission that could be consider to be certain the
City complies with this provision, and the impacts on the current provision in the
City Charter relating to the adoption of ordinances and the three readr_ng process.
Moved by Commissioner Kehn, seconded by Commissioner Brown to approve a
Resolution of the Charter Commission of the City of Hastings Recommending Changes
in Hastings City Charter Section 4.04 and Recommending this Amendment be Enacted
by Ordinance of the Hastings City Council.
ITEM VI
Moynihan and Osberg announced that the October meeting may result in the Charter
Commission discussing a change in the City Charter, Section 4.01 relating to
Emergency Council Meetings. -
The next Charter Commission meeting is October 19, 1995 at 7:00 PM at City Hall
101. East Fourth Street.

Charter Commission meeting at 8:39 PM. AlI voted in favor.
