ITEMS I & II
Call to Order & nuorum: The meeting was called to order at 7:04 p.m. by Chairperson
Edith Kaiser and she declared a quorum to be present.
ITEM III
Appwal of Minutes: The minutes of 10-10-91 were approved as submitted by
Chairperson Kaiser.

Election of Officers for 1992:
Nomination of New Chairperson: Nominee: Thomas Novak
Motion: Denise Kehn
Second: Edith Kaiser
Motion carried unanimously.
Nomination of Vice Chairperson: Nominees: Edith Kaiser
Denise Kehn
Elected: Edith Kaiser
Motion: Thomas Novak
Second: Denise Kehn
Motion carried.
ITEM VI
Unfinished Business: None.
ITEM VII
New Business: Breif explaination to the new members as to what the Charter
Commission has accomplished in the past. Recognition of Mr.
Stoneberg's death.
ITEM VIII
Announcements/Questions: Question: Denise Kehn - Is there any kind of a set plan of
things that need to be accomplished in 1992? Is there anything
in the agenda for this year sa far?
Answer: Thomas Novak -Last year we looked at some
housekeeping changes and it did become controversal. We did
look at the Charter as Far as the roll of the Mayor and police,
potentially down the road, that could be a subject that we like
to address in the future. One of the major subjects we did
discuss quite lengthy, the roll of Mayor and City Administrator
as far as Chief of Police. At the present time, the charter, all
employees report to the City Administrator except the Police
Chief who reports to the Mayor.
Question: Edith Kaiser - Do we need to seek the seat tha# Mr.
Stoneberg left vacant?
Answer: Thomas Novak - We could do that but we have had
trouble in the past with people seeking to be on the committee.
Maybe Shawn should notify the Council members, Mayor and
City Administrator if they do have any subjects that they would
like us to look at, we would then like to have them come and
address us at the next meeting.
Question: How many do we need for a quorum?
Answer: You've got eight, you need five for a quorum.
Barb Thompson - I think the Mayor is looking for one moxe.
Thomas Novak -You. can suggest to the Mayor or. City
members that we are open to any suggestions or items that they
would like us to look at.
Question: Pat Mathison -What was the final issue on garbage?
Answer: Shawn Moynihan - It was discussed about a year and
a half ago and it was decided that the Charter Commission
leave that to the City Council because there was discussion
whether or not that was appropriate for a Charter vs. an
Ordinance. The decision was to leave it up to the Council.
