SUBJECT: POSTPONED CHARTER COMMISSION MEETING
TEXT OF BALLOT AMENDMENTS
Please be advised that the scheduled meeting of the Hastings City
Charter Commission far July 14, 1488 has been postponed to:
Thursday, September 8,1988
City Council Chamber
Hastings City Hall
I have made this decision for the following reasons:
1) There is no pressing business for the Charter
Commission's attention.
2) In this vacation season, there is some doubt
about a quorum being present
3) The pending matter of the publicity to be give
the Charter Amendments that will appear on the
November General Election Ballot can be better
handled by the Commission when we are closer to
the election. We will anticipate the report of
the Committee on Public Information at the
meeting in September.
In consultation with the Assistant City Attorney, Shawn Mfoymihan,
the text of the Amendments as they will appear on the ballot is
provided herewith for your information. Xt is customary for
amendments to appear on the ballot in abbreviated form.

1. Sha11 Charter Amendment No. be adopted, providing that
na Council committee shall constitute a ma~arity of the City Council?
2. Shall Charter Amendment No. be adopted, providing that
in the event of a Council deadlock in electing an Acting Mayor, the
senior Councilmember at large shall automatically succeed to the
position of Acting ~~ayor?
3. Shall Charter Amendment Na. be adopted, providing that
City employees cannot accept gifts or gratuities as a result of thei r
employment with the City except for gifts of only nominal value, plaques
or similiar momentos?
4. Shall Charter Amendment No. be adopted, prohibiting any
City Councilmember or City Commission member from taking part in any
discussion or decision, except as a member of the general public, on a
matter in which they have a substantial financial interest?
5. Shall Charter Amendment No. be adopted, prohibiting any
elected City official from serving on or being compensated for any
appointed City position during that elected official's term of office
and for one year thereafter?
6. Shall Charter Amendment No. be adopted, prohibiting City
employees from voluntarily having a personal financial interest in or
personally benefiting from any contract in which they are authorized to
take part in making and also providing penalties far violations of this
provision?
