Proposed By-haws & Rules of Procedure July 9, 19g7
A. MEETINGS. The Commission shall meet at least once each calendar
year, as required by Minnesota Statutes Sec. l~.10.05, Subdivision !~.
The p_oal will be to meet once per quarter, unless additional meetings
are deemed necessary. All meet-in~s of the Commission shall be open
to the public, in compliance with MS ~.71.l05. Meetings shall be
scheduled at the call of the Chairperson or the Vice Chairperson,
Meetings normally will be held on the second Thursday of a month in
City Hall or such other public place as may be substituted by
scheduling requirements. .
B. AGF,NDA. A written agenda shall be prepared and delivered to all
Commission members at least 3 days in advance of each meeting, and
shall be ava~~-able to members of the public at the meet~n~.
C. QiTORiTT+~. A quorum shall consist of a majority of the members of the
Commi.ss~ ono
Do ELECTION OF OFFIC~:RS. The officers of the Commission shall consist
of a Chairperson, a Vice Chairperson, and such other officers as the
Commission may deem necessary from time to time. The Commission may
hire a person to take notes and prepare and distribute minutes of
meetings in lieu of electing a Secretary. Officers will be elected
at the .first meeting of each calendar year or at such other times as
may be needed to fill vacancies. Each officer will serve for one
year, and may be reelected without limitation during his or her
tenure on the Cammission.
E. MINUSES. Minutes of each meeting of the Cornmissi.an shall be
prepared, distributed to all members of the Commission before the
next meetinn of the Commission and a copy maf_ntained i.n a file at
City Hall (MS 471.705, Subd. 1~. Courtesy copies of the minutes may
be distr7buted to city officials or other interested parties,
F. RULES OF PROCEDURE. The Chairperson, or in his ar her absence, the
Vice Chairperson, shall preside at meetings of the Co~mnissian. The
Chairperson ar Vice Chai.rpersan may arrange in advance of a meeting
for anv other member of the Ga~ission to act as Chairperson pro tem.
ITnless such arrangement has been made, in the absence of both
Chairperson and Vice Chairperson, the members of the Commission
present shall elect a Chairperson pra tem.
The presiding officer may make or second motions, participate in
discussions, and vote.
All matters put to a vote shall be decided by a majarity of the
members present, unless otherwise required by Robert's RulPS of
Order, Revised.
The presiding officer may call upon members of the public for
statements or opinions, except at such times as a vote of members
of the Commission has been called far.
Except as otherwise provided by Minnesota Statutes, the Hastings
City Charter, ar these rules, the proceedings of the Commission shall
be conducted in accordance with Robert's Rules of Order, Revised.

the duties of office and has failed to attend four consecutive
meetings without being excused by the commission, the secretary of .
the charter commission shall file a certificate with the .court

its order of removal and the chief judge shall fill tree vacancy
created thereby." (Minnesota Statutes Soc. 410.05, Subd. 2)
G. ANNUAL REPORT. ~ ".The commission shall submit to the chief judge of
the district court, on ar before December 31 of each year, an annual,
report outlining its activities and accomplishments for the preceding
calendar year." (Minnesota Statutes Sec. 410,05, Subd. 2)
