Wirt Dick Dobrick Todd Manske Earl Beltz Carol Wynn Merle Knutson Don Kramlinger ABSENT: Chuck Caturia Sharon Avent OTHERS PRESENT: Mentor Addicks, Charter Commission Attorney; Scott Pengelly, Star Gazette; Jamie Masters, KDWA; Mayor Lu Stoffei, Councilman Tam Nesbitt, Judy Hemp 1. The meeting was called to order at 7.37 p.m. by Vice Chair Merle Knutson. 2. The Minutes of the July l2 meeting were approved as mailed. Motion: B. H. Wirt Second: Todd Manske 3. Earl Beltz was sworn in as a Gharter Commission Member by Mayor Lu Stoffel. 4. Presentation of Legal Issues by Duke Addicks Mr. Addicks discussed with the Commission the 2 options he developed as per the Commissions request at their last meeting. A motion giving preliminary approval to proposal 2 as submitted by Mr. Addicks was passed by the Commission. Further, Mr. Addicks will prepare appropriate resolutions which reflect the changes to include: a. Limit to 2 years the terms of the council members elected in 1984; b. establish 5 wards effective far the 19$6 election; c. provide that for the 1986 election, only the 5 council positions for the 5 wards be filled, Z for 2 year terms and 3 for 4 year terms. All council positions to eventually be 4 year terms. Mr. Addicks will submit these resolutions to the Charter Commission at our September 13th Meeting for final approval. Motion: Don Kramlinger Second: taint Hartman A motion passed directing the city staff to notify the people who have filed for City Council for the General Election be advised of the proposed changes relating to changing the terms of office from 4 years to 2 years. Motion: B. H. Wirt Second: Dick Dobrick 5. Gharter Commission Objectives A. Mayoral Powers Report The Commission discussed the proposed changes to the Charter which affect the office of the Mayor. Don Kramlinger distributed a survey regarding Powers of Mayors in neighboring communities. A motion to accept the proposed changes to the Charter regarding Mayoral Powers as presented by Tadd Manske an behalf of the Mayoral Powers Committee was defeated. Motion: $. H. Wirt Second: Todd Manskw 6. Ward Boundary Changes Dick Dobrick informed the Commission that the Assistant Administrator has notified all persons who were affected by the new Ward boundaries of this change. 7. The September 13th, 1984 Charter Cagcmission Meeting will begin at 7:00 p.m. Motion passed. Motion: Tadd Manske Second: Carl Beltz 8.
