Regular Meeting, July 12, 1984

1. The meeting was called to order by Chuck Caturia at 7:39 p.m.
2. The Minutes of the-May 10th Meeting were approved as presented.
MOTION: Wint Hartman
SECOND: Dick Dobrick
3. Speaker: Mr. Duke Addicks, Attorney for the Charter Commission dis-
cussed the following items:
A. Considering increasing from 4 wards to 5 wards.
B. Reducing ward representation from 2 council members/ward
to 1 council member/ward.
C. Provisions for charges are included in Charter.
D. Procedures for special election are the same as the State
Law.
E. 51% of the people voting on the issue.
F. Should the CouncilfWard representation issue be separte or
combined.
G. Powers of Mayor--could be either separate or combined with
Council representation.
H. What is the status of Council members relative to term in
office. (Suggested the Council members serve out term--
most defensible position.)
I. Sample Charter Commission Ballott--questions as to when it
must be published prior to election.
Questions from Commission Members:
A. Transition time far 5 ward; one representationjward issue.
B. Can we abandon our charter and create a new charter?
4. Mayoral Powers Committee Report
Todd Manske presented the Mayoral Powers Committee Report to the
Commission. After much discussion Chairman Chuck Caturia requested
the Committee prepare the rational-e far the proposed changes and
send them out to the Commission members prior to the next meeting.
5. Next Meeting: August 9th, 1-984.
6. Meeting Adjourned: 9:25 p.m.
