MINUTES
1. Meeting called to order at 7:40 p.m. by Chairperson Chuck Caturia.
2. Members present: Chuck Caturia, Don Kramlinger, Merle Knutson,
taint Hartman, pick Dobrick, Carol Wyan, Jeanne
McGree, Jan Johnson.
Members absent: B. H. Wirt, Sharon Avent, Todd Manske
Guests: Earl Beltz, Pete Tritz, Mayor Lu Stoffel
3. Minutes of February 9, 1984 were approved as amended.
4. League of Minnesota Cities/Pete Tritz, staff
Mr. Tritz discussed a variety of issues including:
a. Redistricting ward boundaries;
b. What are the sizes, terms, wards, and mayoral powers of
selected councils of third class cities (e.g. handouts
were distributed to commission members);
c. Filling of City Council vacancies;
d. Determining council size, representation, amendments to
charter;
e. Powers of Mayor, farms of city government, administration
and legislative powers;
f. Areas to consider in our charter --
1.) Vacancy filled for balance of term (council
member elected to mayor's office thus creat-
ing a vacancy) vs, filling a council vacancy
until the next election.
2.) Codification
3.) Vacations of easements, streets, alleys, public
ldnd5, etC.
4.) Mayor -- Police Chief`s -- Administrator role
5.) Home Rule vs. Statutory Cities
Mr. Tritz left additional materials for the Charter Commission.
5. Ward Study Committee Report
Dick Dobrick reviewed the current boundaries of the four existing
wards; population distribution among the four wards; geographic
location of council members in relation to their ward boundaries;
The Committee will prepare 2 proposals:
4 ward boundary proposal and 5 ward boundary proposal for the
Commission's review at the next meeting.
5. Approved the action of the previous informal meeting of February 9, 1984.
