Melanie, Unfortunately the statute (Minn. Stat. 410.12, Subd. 7 attached) requires that the notice of the public hearing must contain the text of the proposed amendment by ordinance
so I suggest the entire proposed ordinance be pasted into the notice and published. Because it is lengthy I assume the newspaper will ask that it be emailed to them so they can
cut and paste. The other specific requirement is that the public hearing be held at least two weeks after the notice is published, which would require publication in the Thursday,
March 18th paper to make the April 5th meeting. It looks to me from the publication notes at the bottom of the notice that you will be able to get it published in the March 18th
HSG. Assuming the Council orders the public hearing Monday, the soonest you can notify the paper to publish is Tuesday for the Thursday publication. I have always been told the
deadlines for Thursday's public notices section is noon on the previous Monday but you probably get different treatment as the City (as opposed to us lowly lawyers). If you are
able to get it published on 3/18 there is no problem but if you cannot make the deadline, the April 5th date is an issue. Either way, there may be benefit in getting the notice
to the paper prior to the Monday meeting so they can get the information entered into their system but with strict instructions it should not be published unless they receive confirmation
from you Tuesday A.M. I would be sure to proof the text entered by the paper to make sure there are no mistakes on this one. Assuming you have already thought this through, I apologize
for my rambling. I will be out of the office Friday and much of Monday but will be able to check email/messages throughout the day. Please let me know if any of the above

Dan--the charter commission recommended a charter amendment by ordinance at last night's meeting. We have the proposed language, resolution & staff memo for the upcoming
Council meeting. Could you please look at the attached notice and let me know if you have any suggestions?
