HAST adult swim. program starts soon
The Hastings Area SWvim Team Masters adult swim program
starts March 22. Practices are held fioln 7:30 p.m. to 8:30 p.m.
Monday through Thursday at the middle school pool. Adults
wanting to swim for fitness, fun and/or skill are encouraged to
give the team a try.
Deadline for Vaith party is March 19
A retirement party-for Hastings wrestling coach Paul Uaith
has been planned for Saturday, March 27, at St. Elizabeth Ann
Setons Mother Seton Hall in Hastings. The event begins at 5
p.m. with a social. Dinner is at 6:30 p.m. and the program
begins at 8 p.m..
Theparty will be catered by the Green Mill Restamanf.
Deadline toYegister is March 19. The party is $30 per person,
which includes dinner, gift and drinks until dinner. There will
be a cash bar after dinner.

AN ORDINANCE OF THE CITY OF HASTINGS, MINNESOTA AMENDING THE
CITY CHARTER SECTION 3.06: MAYOR-LAW ENFORCEMENT AND SECTION
3.11: POW ERS AND DUTIES OF THE CITY.ADMINISTRATOR
BE IT ORDAINED by the City Council of the City of Hastings as follows:
Hastings City Charter Sections 3.06 and 3.11 shell be amended as follows:
SECTION 3.71 Powers and Duties of the CityAdminislrator
Subdivision 3. The City Administrator shall appoint and remove upon the basis of
merit and/or fitness alone, rill employees of the City,-other than employees of the
Police Department, except that the City Administrator shall receive council approval
to either appoint or remove department heatls and division heads established by ei-
ther resolution arordinance.
Subdivision 4. The Ciry Adminlsirator shall exercise control over all departments
and divisions of the City Administration created by this charier or by the council, ex-
cept the police tlepartment. Except for the purpose of inquiry the Council and its
members shall deal with end control the administrative services solely through the
Ciry Administrator, and neither the Council nor any member thereof shall give or-
ders toany subordinates of the CityAdministratoreither publicly or privately.
Subdivision 9. The City Administrator shall make recommentlaiionsfor terminating
and suspending Department heads and Division heads, except for the Police Chief,
and may suspend any Department head or Division head, except for the Police
Chief, until the next Council meeting when the Council shall affirm, modify or re-
scindthe suspension.
ALL OTHER SECTIONS SHALL REMAIN UNCHANGED. A copy of the proposed
Ordinance is available at City Hall and atwww.ci.heslings.mn.us. No action other
than apublic hearing will occur at the ApolSmeeting. Second reading and consid-
erationoflheordinanceamentlmentisscheduledforApril19,2010. All interested

AMENDING CHAPTER 34 OF THE HASTINGS CITY CODE PERTAINING TO FEES
FOR LICENSES, PERMITS, RENTALS, LEASES AND MUNICIPAL SERVICES
BE IT ORDAINED BY THE CITV COUNCIL OF THE CITY OF HASTINGS AS FOL-
LOWS
Chapter 34 of the Hastings City Code is hereby amended as follows:
Section 34.01 Fees Authorized and Defined.
The fees for licenses, permits, rentals, leases and municipal services are in the
amounts established in this section. Reference in other portions of this code ar in oth-
er cilyordinances to terms including, but not limited to "annual license tee", "Investiga-
tion tee", 'tee established by ordinance", 'requiretl license fee", "license fee,° or "ap-
propriaiefee" means the fees specified in this section.
Section 34.02 Priority of Application.
If fees are specified in other parts of this code or in other cityordinances but not in
this section, then the fees specified shall be effective for all purposes. Ii there are
amounts specifietl in this section as well as ocher chapters or ordinances, then the
amounts appearing In this section supersede the others.
Section 34.03 Fee Schedule.
The fees for license, permits, municipal services, rentals and leases are amended as
set forth below:
