The City Administrator shall appoint and remove upon the basis of merit and/or fitness alone, rill employees of the City,-other than employees of the Police Department, except that the City Administrator shall receive council approval to either appoint or remove department heatls and division heads established by ei- ther resolution arordinance. Subdivision 4. The Ciry Adminlsirator shall exercise control over all departments and divisions of the City Administration created by this charier or by the council, ex- cept the police tlepartment. Except for the purpose of inquiry the Council and its members shall deal with end control the administrative services solely through the Ciry Administrator, and neither the Council nor any member thereof shall give or- ders toany subordinates of the CityAdministratoreither publicly or privately.
