Determination of Quorum Present: Kevin Hoeschen, Nancy Olsen, Jim Holzem, Brian Jones, Mark Vaughan, Fran Jauquet, Lori Braucks Absent: Connie Blasing, Kelly O?Donnell, Dan Knak Staff: City Administrator Dave Osberg, Assistant City Administrator Melanie Mesko Lee Guest: Mayor Paul Hicks III.Approval of Minutes from January 13, 2010 Moved by Hoeschen, seconded by Olson to approve the minutes as presented 7-0 IV.Unfinished Business Continued discussion on review of Chapter 3.06-Mayor-Law a.) Enforcement Mayor Hicks?introduced the item and discussed his reasons for i. supporting the change to put the police department structure under the authority of the City Administrator instead of the Mayor History of Department Structure?an outline was provided which ii. provided history of the department Comparisons to other Cities?a review was provided which iii. outlined that a number of comparable cities have civil service commissions but no one has a structure where the mayor is the head of law enforcement There was discussion by the commission over the impacts of any changes, whether protections or control are gained or lost should any changes occur. Staff was asked to draft sample language of what a charter amendment may look like for the commission to review at the next meeting on February 25, 2010. b.) Future Topics It was suggested that the charter commission review the structure of the Council, to consider 8 councilmembers (two from each ward). This item will be added to the commission?s task list for future review. c.) Election of Chair and Vice Chair Moved by Jones, seconded by Braucks to elect Vaughan as chair 7-0 Moved by Vaughan, seconded by Hoeschen to elect Braucks as vice- chair 7-0 V.New Business VI.Announcements VII.Adjournment Moved by Jones, seconded by Olson to adjourn at 8:45 p.m. 7-0 Next Meeting: Thursday, February 25, 2010 at 7:00 p.m.
