HomeMy WebLinkAbout#5 Fence Ordinance Regulations Memo To: Planning Commission From: Justin Fortney, Associate Planner Date: March 22, 2010 SubjectCorridor Fencing Discussion : REQUEST Some members of the Planning Commission asked to allow time to discuss how the ordinance could address fencing along busy corridors of the city. HISTORY A recent fence variance highlighted how fences along corridors could be viewed by visitors to the city. It was said that a great variety of fence types, heights, or locations could give a negative aesthetic impression of the City. REVIEW Staff looked into how other Cities in the area address fencing along corridors. Rosemount No different fencing requirements for corridors. Apple Valley No different fencing requirements for corridors. Farmington No different fencing requirements for corridors. Cottage Grove They don’t have different fencing requirements for existing homes along corridors, but they have thought about replacing abutting fences with a uniform fence in conjunction with street reconstruction projects. Unfortunately the costs to do so were prohibitive. In reviewing new subdivision applications, they include fencing requirements in the city resolution approving the plat. Homeowner associations are also required to maintain a uniform design and color for fences along collector and arterial roadways. Woodbury No different fencing requirements for corridors. ACTION The commission may discuss the possibility of amending the Fencing regulations to address corridors. To give staff direction the Commission may do the following. ? Discuss the issue and determine if ordinance amendments are warranted, if they are; ? Should new developments backing up to main corridors be required to have and maintain a uniform fence; ? Should existing homes backing up to main corridors be required to only install a particular type, style, height, colored fence ? Should taller fences be allowed along main corridors; or ? Etcetera
