HomeMy WebLinkAbout20100315 - CC Minutes 20100301 Hastings, Minnesota City Council March 1, 2010 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 1, 2010 at 7:00 PM in the Council Chambers at the Hastings City Hall, th 101 East 4 Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Balsanek, Nelson Schultz, and Slavik Members Absent: City Councilmember Hollenbeck Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Community Development Director John Hinzman Approval of Minutes Mayor Hicks asked if there were any corrections or additions to the minutes of the regular City Council meeting on February 16, 2010. Hearing none, the minutes were approved as presented. Consent Agenda Mayor Hicks noted that the fee for the Canoe Rental Permit is to be included in the proposed fee ordinance updates. Councilmember Balsanek requested that Item #9—Emerald Ash Borer Management Plan be moved to Administration for discussion. Moved by Councilmember Slavik, seconded by Councilmember Balsanek to approve the Consent Agenda as amended. 6 ayes; Nays, None. Pay Bills as Audited 1. th LeDuc 4 Quarter Transfer 2. Public Hearing—Ordinance Amendment #P2010-01: Flood Plain Ordinance CommunityDevelopment Director Hinzman introduced the item and provided background on the proposed changes. Mayor Hicks opened the public hearing at 7:04 p.m. th Pete Likes, 3000 East 4 Street, discussed concern with elevation changes and grandfathering in current building. Hinzman commented that staff review indicates that the elevations are generally the same as the current map. Hearing no further comments, Mayor Hicks closed the public hearing at 7:08 p.m. Second Reading/Adopt Ordinance—Ordinance Amendment #P2010-01: Flood Plain Ordinance Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the ordinance amendment as presented. 6 Ayes; Nays, none. Public Hearing –Ordinance Amendment: Chapter 111.11 Regarding On-Sale of Alcohol on Christmas Eve Mesko Lee introduced the item and stated that the Administrative Committee of the Council has reviewed the proposal and recommends approval. Mayor Hicks opened the public hearing at 7:12 p.m. Hearing no further comments, Mayor Hicks closed the public hearing at 7:12 p.m. Second Reading/Adopt Ordinance—Ordinance Amendment: Chapter 111.11 Regarding On-Sale of Alcohol on Christmas Eve Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve the ordinance amendment as presented. 5 Ayes; Nays, one. Mayor Hicks voting against. Park & Recreation Maintenance Supervisor Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the position description and compensation and approve staff to advertise for the position. 6 Ayes; Nays, none. Emerald Ash Borer Management Plan Moved by Councilmember Balsanek, seconded by Councilmember Alongi to table this item until March 15, 2010. 6 Ayes; Nays, none. City of Hastings March 1, 2010 City Council Minutes Page 3 of 3 Police Update City Administrator Osberg and Assistant City Administrator Mesko Lee provided a verbal update on recent meetings of the Police Civil Service Commission and Charter Commission as it relates to the police department. Announcements ? The Police Civil Service Commission will meet on Tuesday, March 2 at 5 p.m. at City Hall ? The Planning Commission will meet on Monday, March 8 at 7 p.m. at City Hall ? The NRRC will meet on Tuesday, March 9 at 6 p.m. at the Joint Maintenance Facility ? The Charter Commission will meet on Wednesday, March 10 at 7 p.m. at City Hall ?
