SUBJECT: Adoption of City of Hastings Core Values
RECOMMENDED CITY COUNCIL ACTION
It is recommended that the City Council take action officially adopting the following as
Core Values for the City of Hastings:

BACKGROUND
On Monday January 4, 2010 the City Council was presented with preliminary
information regarding the Staff effort throughout 2009 to establish a set of Core Value
our organization would abide, as a foundation for our interactions with the public and
with one another, both elected and appointed. The discussion by the City Council at the
meeting on January 4, 2010 was preceded by a meeting of the Administrative Committee
conducted on December 2, 2009. Establishment of the Core Values was an attempt to
clearly identify what our City stands for and what it means to work for our organization
as it relates to providing quality services to the public. While a strong case could be made
that the City provides quality services to the public and the organization is a good place
to work, there is always the opportunity to improve and become an even better
organization and further improver our service delivery.
Jim Collins authored a book several years ago, entitled “Good to Great” that analyzed the
major elements of companies who transformed themselves from good to great companies.
The International City/County Management Association (ICMA) transferred those
concepts into a program, identifying key features that help transform good local
government organizations, to great local government organizations. That transformation
from a good organization to a great organization is the goal our management team is
seeking to achieve, and thus spent considerable time throughout 2009, indentifying key
components of the core values for consideration.
Throughout the last several weeks, I have conducted employee meetings at the Police
Department, Parks and Recreation Department, Public Works Department (two
meetings), Fire Department (three meetings, including the paid-on call Staff), and all
Departments at City Hall, to share with the employees the Core Values and the
background for their inception. Generally, the employees have been very supportive of
the concept and are eager to have them adopted by the City Council and begin their
implementation.
Once adopted by the City Council, Staff intends to have an internal event to roll out the
Core Values. We will also announce through the various mechanism available, making
the public aware of their existence. During the course of the meeting on Monday March
15, 2010, I will discuss these in further detail, provide greater context for their meaning
and address any questions the City Council may have. Formal approval is the requested
action.
