economies. Local businesses and organizations can register to be a participant
in the project at no cost. Further information can be found at
http a/www.the3 S Oproj ect.net/home.html.
Please find a letter from Senator Katie Sieben attached.
Action: Consider Participation in the 3150 Project.
REPORTS
A. EDRA Financial Statement - 4th Quarter 2009
Please find the Financial Statement and Balance Sheet attached.
B. Hudson Manufacturing
The City is still awaiting response from Hudson representatives on our
framework for potential purchase presented on February 3rd. David
Osberg continues to make inquiries to determine the status. Any further
information will be presented at the meeting.
The City was awarded a $250,000 grant from Dakota County CDA for
potential purchase of Hudson. Our application received the highest score
among those submitted.
C. Hastings Bridge Update
The City received word that we have been awarded a $10,000 grant from
DEED to assist with mitigating the impacts of the Highway #61 Bridge
Replacement Project. These funds are meant to assist in clearly
communicating the message that the Highway #61 Bridge will be open
during construction, but for a few short periods of time.
The decision on selecting the bridge contractor and type will likely take
place in June or July. It appears that all three bridge design build
contractors will be bidding on both the cable and arch bridge, this may
delay the decision. MnDOT still intends to begin construction by this Fall.
Foundation work has begun on the replacement of the lattice towers on
either side of the existing bridge. The western tower has been poured; the
eastern tower should follow shortly.
The foundation has been poured for the monopole tower replacement of
the existing lattice tower west of the bridge. Monopole installation is
scheduled to begin during the first two weeks of April. The monopole
replacement east of the bridge is in design stage.
New electrical lines have been installed around the staging site along Lock
and Dam Road. Unneeded poles are scheduled to be removed at the end
of March.
D. Marketing Focus Group.
Our first meeting has been scheduled with the focus group for March l Otl' at
7:30am. Kevin Hoeschen, Mark Vitvick, Leslie Neilson, Christian Schaffer,
Ron Martino, Norine Bishop, Barb Hollenbeck, Karen Jung, and Kim
Haff beck have all agreed to meet with us. Staff will provide an update at the
meeting.
~Ue also learned that within the RFP for the new Bridge MnDOT is requesting
that the firm who is awarded the contract has their own designated staff
person working as a business liaison with Hastings businesses to help in any
way possible, including marketing/promoting the businesses. This may be a
good resource to partner with as we move forward with our Marketing efforts.
E. Mann Property123rd Street Update
John Hinzman has contacted Dennis Mann about his interest in selling his
vacant parcel on the 2300 block of Vermillion Street. Dennis appears to be
interested but will be out of town until March 15th. The City will meet with
him when he returns
John Hinzman has also been in contact with property owners along the east
side of Vermillion Street between Gahnz Furniture and the Regency Inn to get
their feedback on potential traffic changes and how they would affect future
plans.
F. Red Rock Station Area Study.
The Red Rock Proj ect Management Team is scheduled to meet on March
10th. Further information at the meeting.
G. CommerciallIndustrial Vacancy Update
It appears the bookstore on 2na Street is moving into the former consignment
shop at 401 Vermillion Street. A few more vacancies have occurred
downtown with the closing of Hastings Sewing Center (208 Sibley St), and
Fresh Fruit (219 Sibley St). Please see attached report for more information.

IV. BUSINESS
A. Dennis Mann Property, 23XX Vermillion Street
The Dennis Mann property has been for sale for some time; however it appears he may be
more interested to sell now. The 0.83 acre vacant parcel is located on the east side of
Vermillion Street between Gahnz Furniture and State Farm.
The property is adjacent to the 23rd and Vermillion Street intersection. An extension of
23rd Street east of Vermillion and the creation of "backage roads" for business access
has been part of the City's long range plan for many years now. The Vermillion Corridor
Development Guidelines has identified the intersection for a future traffic light. In 2009
SEH conducted a study of the intersection to determine if it met warrants for a stoplight at
this intersection. The study found it currently did not; however future commercial
development could trigger warrant for a new light.
The property currently has a land value of $208,000, and right now it is estimated that fair
market value on this property is somewhere around $250,000. Mr. Mann indicated that
he would be looking for some where in the $6.00 - $8.00/sq. ft. range.
Commissioners discussed and felt that it is important to consider acquisitions of
properties in the area in hopes of meeting warrants for a traffic light. Now would be the
perfect opportunity to try and do so.
Direction provided by the Commission to staff is to continue to pursue acquisition of the
Mann Property and report back at a later time.
Hastings EDRA: 2/11/10 1
B. Bob Mellon Loan Agreement:
The residential rehab loan for 413 W. Second St. is currently $280 per month which is a
significant percentage of his monthly income. EDRA is asked to consider re-amortizing
the balance of $14,772 at a 0.75% interest rate with a 15 year term and a payment of
$86.80 per month. If the Commission lowers the rate and the monthly payments are
made on time then the Commission can reevaluate the terms and conditions at that
time.
Commissioner Toppin moved to re-amortize the remaining balance as presented by staff.
Elling Schultz seconded the motion.
Motion passed 5-0
V. REPORTS:
A. Hudson Manufacturing
David Osberg and Paul Hicks met with Hudson representatives on February 3rd to discuss an
outline for the potential purchase of Hudson and relocation to the vacant Intek building on
10th Street.
Ehlers and Associates have developed a preliminary TIF projection to fund the possible
acquisition of Hudson based upon redevelopment potential of the property. Ehlers estimates
a net yield of TIF revenue at $45,000 per year, increasing to $85,000 annually with 2%
inflation over 25 years. Ehlers assumes the City would issue a three year (could be longer)
temporary G.O. TIF Bond to fund acquisition. After resale of the Hudson property, the
remaining debt would be retired with a long term permanent G.O. TIF Bond. This approach
eases the immediate impact of costs on the EDRA budget.
The City has contacted Liesch Associates to provide preliminary environmental due diligence
and demolition costs. Liesch estimates the cost of conducting a phase I and II environmental
site assessments, pre-demolition survey, pre-renovation survey, and demolition at $334,000
- $507,000.
The Dakota County CDA authorized the City's $250,000 Hudson grant at their February 9th
meeting.
B. Red Rock Station Area Study.
The Red Rock Project Management Team met on February 3rd to discuss the recent
breakfast event, and the kick-off/press event which took place on February 8th at the State
Office Building Press Room. Analysis of transit oriented development framework was also
discussed.
C. Marketing Focus Group.
Several small business owners from around town have been contacted and asked if they
would be willing to join us to discuss what kind of marketing efforts they might currently be
doing and to try and determine how the EDRA can assist them in drawing new customers,
particularly with bridge construction expected to start this fall and be in full swing by 2011.
These businesses include,
Barb Hollenbeck (Second Childhood)
Mark Vetvick (Country Inn and Suites)
Christine Schaffer (Hastings Gift, Garden and Floral)
Leslie Nielsen (Meloy Park Florist)
Ron Martino (Mississippi Clayworks)
Hastings EDRA: 2/11/10

Faking a difference
"People think they can't make a difference," said. ovart I~IleyerrEng. "But when they see
how simple it is, and that it's really doable, that"s a powerful statement. Uvith the economy,
people don't have a lot of cash to spend. But we're finding thatvuhe~ they do spend it, they
want to spend where it helps the community."
