SUBJECT: Parks Maintenance Supervisor
RECOMMENDED CITY COUNCIL ACTION
Members of the Administrative Committee are recommending that the full City Council
take the following action:
a.)Approve the attached Job Description for the position of Parks Maintenance
Supervisor.
b.)Approve the attached compensation schedule for the position of Parks
Maintenance Supervisor.
c.)Authorize the internal advertising only, for the position of Parks Maintenance
Supervisor.
BACKGROUND
On Thursday February 18, 2010 Administrative Committee members including Chair
Barb Hollenbeck (by phone); Danna Elling Schultz and Tony Nelson conducted a
meeting to discuss, among other topics, the pending vacancy in the Parks Department due
to the announced retirement of Parks Superintendent Kevin Smith. During the course of
the meeting, Staff presented certain elements of a longer term plan for the organization of
the Parks and Recreation Department, recognizing additional employees are eligible for
retirement in the next five years or so. Yet, much of the discussion on this situation
focused on the need to begin the process of filling the vacancy that will be created when
Kevin Smith retires in May, 2010.
The attached job description of the Parks Maintenance Supervisor is very similar in
content to the same job description that was created several years ago for the position of
Public Works Maintenance Supervisor, the position held by Mark Peine. While there was
some discussion during the course of the Administrative Committee on some of the
minimal qualifications and the potential need to require a four year degree, Staff
persuaded the members of the Administrative Committee of the greater need to have
actual in the field experience, as this position will be responsible for more work directly
with the employees and in the field, rather than office type responsibilities. Thus, the
initial criteria is stated as: “ High School diploma or GED and considerable progressive
responsible experience in repair, maintenance and construction work involving Parks
infrastructure, facilities and equipment”.
The need for in the field, decision making experience and skill sets, are significant and
thus supersede any need for a four year degree. Furthermore, such a requirement would
be contrary to other comparable positions in the City. The compensation schedule is
commensurate with other positions of similar job value.
The Administrative Committee and Staff were also supportive of authorizing the
advertisement of the position internally first, recognizing the value of considering an
internal promotion first, provided there are interested and qualified candidates. In the
event there are none, the position would be advertised externally, if a determination is
made that no existing employees are interested or properly qualified.
Staff advised members of the Administrative Committee that the position is in the 2010
Budget, and would continue the process to completion of filing all vacancies, should the
final candidate selected for the position of Parks Maintenance Supervisor be a person
who is currently employed by the City.

POSITION DESCRIPTION
Position Title: Parks and Recreation Operations & Maintenance Supervisor
Department: Parks and Recreation
Reports To: Parks and Recreation Director
Exempt: Yes
Normal Shift: 7:00 AM—3:00 PM

Summary
This is an exempt position that provides direct supervision of Parks and Recreation Operations &
Maintenance Department crews under the overall guidance and direction of the Parks and
Recreation Director. The Parks and Recreation Maintenance Supervisor will also assist the Parks
and Recreation Director in planning, developing, and managing operational and maintenance
programs that will ensure the highest level and efficient means of service to the residents of
Hastings.
Essential Duties & Responsibilities
?
Supervises, assigns duties, and directs the daily performance of Parks Maintenance
crews.
?
Provides timely and accurate information to maintenance crews.
?
Responsible for assisting in organizing, developing, archiving, and upkeep of
infrastructure maintenance reports, including but not limited to Joint Maintenance facility
maintenance/improvements, park upkeep/improvements, trail maintenance, turf
management program, chemical application/storage, Installation/repair of park play
equipment, tree trimming, ball field maintenance, park shelters/buildings maintenance,
public picnic area maintenance, natural vegetation areas, winter skating facility
maintenance activities, and Lake Rebecca water level system.

Responsible for assisting in maintaining records and ensuring performance of
manufacturer required regularly scheduled maintenance of Parks and Recreation vehicles
and equipment, gas fueling system, Lake Rebecca water level system, and control
systems are in proper working order.
?
Actively participate and contribute in departmental meetings and processes to encourage
inclusive participation in the development and implementation of City programs and
policies.
?
In compliance with budgetary funding and in coordination with the Parks and Recreation
Director, initiates orders for parts, materials, and supplies.
?
Makes recommendations to the Parks and Recreation Director for replacement of capital
equipment, infrastructure needs, and other maintenance needs.
?
Assists the Parks and Recreation Director with development of short and long term goals,
annual budgeting, and monitoring of budget and expenditures.
?
Trains crewmembers in safety rules and ensures all required safety requirements are
properly documented. Takes prompt corrective action concerning potential safety
hazards.
?
Assists the Parks and Recreation Director in communicating and enforcing policies and
procedures of the City. Assists in the development and interpretation of policies, rules,
regulations and procedures for the department.
?
Provides timely, accurate, proactive information to the Parks and Recreation Director
regarding current and ongoing departmental issues.
?
Ensures compliance with all applicable federal, state, and local policies and procedures.
?
Handles inquiries and complaints from residents, contractors, and others concerning
parks maintenance activities in a timely manner to ensure effective service and
maintenance of goodwill among residents of the City.
?
Upon request of the Parks and Recreation Director, makes recommendations relating to
the hiring, transfer, suspension, promotion, discharge, assignments, reward, or discipline
of employees.
?
Responds to after-hours emergency calls and assigns personnel accordingly to ensure a
quick response to such calls.
?
Performs maintenance and labor work along with Parks Maintenance crews if necessary.
?
Conducts special projects as needed.
?
Regular attendance is required.
?
Performs other duties and assumes other responsibilities as apparent or as delegated.
?
Responsible for ensuring short and long term maintenance of the Joint Maintenance
Facility are completed. This includes but is not limited to HVAC systems, mechanical
operations, plumbing, the fuel dispensing system and general capital needs.
?
Assist with maintaining other Park operations, including but not limited to the Hastings
Civic Arena and Hastings Family Aquatic Center as needed.
Knowledge, Skills & Abilities
?
Thorough knowledge of materials, methods, and techniques used to successfully repair and
maintain public trails and other bituminous areas, general park upkeep and maintenance, all
park play equipment, ball field maintenance, and the Joint Maintenance Facility.
?
Thorough knowledge of the operational functions and capabilities of light and heavy
construction and maintenance equipment, pumps, motors and control systems.
?
Thorough knowledge of occupational safety precautions necessary to conduct assigned
activities safely.
?
General knowledge and ability in good personnel and supervisory practices.
?
Ability to plan and schedule work so as to efficiently and effectively utilize the manpower
and equipment available in the department.
?
Ability to organize and ensure maintenance of department’s operations and maintenance
activities records.
?
Ability to proficiently utilize computers for word processing, spreadsheets, email
correspondence, and access utility control system management and data reports.
?
Ability to stay current on trends and developments in providing recreational services.
?
Ability to take initiative and develop ideas in solving problems presented.
?
Ability to project a leadership style characterized by collaboration, innovation and involvement
of front-line employees in the decision making process.

Criteria to Qualify for this position:
?
High School diploma or GED equivalent and considerable progressively responsible
experience in repair, maintenance, and construction work involving Parks infrastructure,
facilities, and equipment.
?
Five or more years of practical work experience including effectively providing work
direction.
?
Minnesota Certified Tree Inspector
?
Professional Landscape experience
?
Possession of a Minnesota Underground Storage Tank Class A Operator license as required
by statutory regulations within 12 months of hire.
?
Possession of a valid Commercial Driver’s License, tanker and air break endorsement with a
good driving record with Minnesota driving privileges
?
Good verbal and written English communication skills.
?
Successful completion of pre-employment physical and drug screen.
?
Successful completion of pre-employment background investigation.
Desired Qualifications:
?
Five or more years of supervisory experience. Demonstrated skill in providing day-to-day
supervision and work direction to employees and ability to provide performance evaluation
and training needs of employees.
?
Local government budgeting experience.

hand-eye coordination is necessary to operate computers, maintenance equipment, and various
pieces of office equipment.
While performing the duties of this position, the employee is occasionally required to lift up to 40
pounds and/or move up to 90 pounds.

peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT:
The work environment characteristics described her are representative of those an employee
encounters while performing the essential functions of this job. Reasonable accommodations

Work is performed both outdoors and in an office setting. Outdoor work is required in the
inspection of various infrastructure maintenance projects. The noise level in the work
environment is usually quiet in office settings, and may occasionally be loud.
