On December 18, 2000, the city council recommended the appointment of Amy Hertel to
a term on the Hastings Charter Commission. By Minnesota law, this nomination must be
approved by the Chief Judge for the First Judicial District. I have prepared the paperwork that
goes along with this nomination. At this time, I need you to sign the enclosed Certification of
Minutes appointing Ms. Hertel to the Charter Commission. Flease have the city seal stamped on

CITY COUNCIL MEETING
OF DECEMBER .I8, 2000
The City Council of the City of Hastings met in a regular meeting held an Monday,
December 18, 2000, at the City Council Chambers in Hastings.
Council Members present: Simacek, Johnson, Riveness, Moratzka, Yandrasits, Hicks and
Mayor Werner.
Moved by Council Member Johnson and a second was made by Council Member Simacek,
to approve the following nomination to the Hastings Gity Charter Commission and to direct the City
Attorney to forward this nomination to the Chief Judge of the First judicial District for her approval,
as required by Minn. Stat. §410.05, Subd. 2. The persons nominated shall serve afour-year term of
office:

Upon being put to a vote, the above nomination was approved by the unanimous vote of all
City Council Members.

your nomination to serve a term on the Hastings Charter Commission. The Chief Judge of the

Dear Judge Metzen:
Enclosed for your approval and signature is a proposed Order appointing Hastings resident,
Amy C. Hertel, to the Hastings Charter Commission. This proposed Order is being sent to you, as
required by Minn. Stat. §410.05. I am also enclosing a certified copy of the minutes from the city
council meeting where the city council recommended Ms. Hertel for appointment to the Hastings

Please submit to the Mayor and City Council of the City of Hastings this letter of interest in serving on
the Charter Commission.
I currently work in municipal government, in the Office of the City Administrator at the City of Eagan.
Professionally, Iintend to pursue local government management. I am profoundly interested in issues of
public concern and the limitless potential of government to do good in the lives of its citizens. In this
context, and as a student of good government practices, I would like to serve on the Charter Commission
to participate in discussions that would impact the City of Hastings.
I have lived in the City of Hastings for 18 years of my life, leaving only to attend college at the College of
St. Benedict (where I received a BA in Political Science and Economics) and to spend 14 months in an
appointment in the federal government in Washington, DC. I have seen the city grow, and have viewed
its issues through the eyes of achild, anon-voting but politically conscious youth and now as an adult.
While many people my age choose not to participate in local government, I have seen firsthand the impact
it can have and would like to volunteer my education, talents and commitment to public service to my
community. I believe I would offer a perspective that may not currently be represented in your advisory
commissions.
As you lmow from previous discussions, I hold deferred admission status at the Woodrow Wilson School
of Public and International Affairs at Princeton University, where I intend to enroll and receive my
Masters in Public Affairs. I am excited for this opportunity, but depending on numerous unresolved
factors at the time of this letter, this opportunity may preclude my participation on the Charter
Commission beyond September 2001. If this is a barrier to my participation in the eyes of the Mayor and
City Council, I will certainly understand, but because my plans are still uncertain, I choose to submit my
Ietter of interest in the hope that I will be able to serve my community even if only for a short while.
I am happy to answer any questions you or the elected governing body may have forme and look forward
to the opportunity to work with you, the Council, and your staff in the coming months. Thank you far
considering me for appointment and forwarding my interest to the Mayor and City Council.
