SubjectConsider Request to Amend Ordinance:
: Allow Warehousing within
the C-3 Zoning District – Al Blankenship
REQUEST
The City Council is asked to consider the request of Al Blankenship owner of the former
VFW building to convert 1\4 of the building to allow rental warehousing. The property is
zoned C-3 – Community Regional Commerce. The C-3 District does not allow warehouse
uses. The ordinance would need to be amended in order to accommodate Mr.
Blankenship’s request.
The City Council may direct staff to prepare an amendment for Planning Commission
review if a change is warranted.
PLANNING COMMITTEE OF THE CITY COUNCIL
The Planning Committee of the City Council (Alongi, Slavik, and Balsanek) reviewed the
request on January 11, 2010 and discussed the following:

Concern of flammables or combustibles being stored in downtown.
?
Concern over lack of oversight with multiple renters of warehouse space.
?
Concern that allowing warehouse space could lessen the viability of downtown
retail and office space.
ACTION: General agreement to keep the ordinance as is and to not allow
warehouse uses in the downtown area.
REVIEW OF SIMILAIR COMMUNITIES
?
City of Red Wing – Self storage facilities not allowed within the B2 and B3
(downtown zoning districts)
?
City of Rosemount – Warehousing not allowed within the C-2 downtown district.
?
City of Northfield – Independent warehousing facilities (or space rented solely for
that purpose) are not allowed downtown.
?
City of Farmington – Warehousing not allowed downtown.
