Industrial Park – playing field expansion. Park Director Barry Bernstein will describe a proposal made to the Natural Resources and Recreation Commission by the Hastings Youth Athletic Association concerning adding on to the playing fields using Industrial Park land. See enclosed map. The purpose of the presentation is to give the EDRA the opportunity to discuss and ask questions about the concept and its relation to EDRA’s industrial development and job creation goals. The property is owned by the City, was purchased from the State for the Industrial Park, and is guided for recreation or open space in the comp plan. ACTION: Advise staff on additional information desired for future discussion and recommendation. B. Hudson Manufacturing. Staff has not heard of any new developments between MnDOT and Hudson concerning the acquisition of bridge right-of-way. The appraisal has been received. Wilson’s relocation study is now scheduled for completion by the middle of December. Staff and Ehlers met with the Commissioner of DEED to discuss their programs and ability to help. Their grant program for industrial development is out of funds until next July. There are other programs which might be of some use, but not for acquisition. The known revenue sources at this time are EDRA’s reserves, bonding authority and the CDA grant. The application to CDA has been submitted. Also see the following capital plan. When the relocation report is completed staff will work with consultants and officials on a proposal. Depending on timing, a special EDRA meeting may need to be called for discussion and approval. If a proposal were accepted by Hudson, EDRA would be the financing and purchasing entity and be responsible for the property and redevelopment. ACTION: No action is required at this time. Opportunity for questions and direction. C. EDRA Capital Funding Plan The enclosed capital funding plan reflects the EDRA’s priorities and a five year schedule of their estimated costs and possible revenue sources. A long range plan for major projects assists annual budget planning for both EDRA and the City. Appropriate use of EDA and HRA levy funds has to be considered. This plan is based on discussion from the last meeting, is subject to unknowns and will likely be amended annually. ACTION: Approve and/or give direction for changing the plan. REPORTS A. Marketing RFP update. Having received a couple sample RFP’s from other communities who have developed marketing campaigns, EDRA Staff member Shannon Rausch is working on putting together a draft Proposal for review at January meeting. B. Industrial Park The street reconstruction project is basically completed but plantings will be done next spring. The monument sign and landscaping will be installed next spring. The lighting fixtures have been installed and will be in service in a week or so. The path through the ravine turned out well. You can see part of it from Spiral Boulevard between Plastic Printers and Dwyer’s building. Rivertown Dental is under construction. C. Downtown MnDOT expects to release the RFP this month to qualified contractors; selection of a contractor will be around May/June. The aesthetic budget (visual improvements) described at the last council meeting included the City’s priorities. One part of the project that serves the EDRA is the final connection of the water main through Levee Park to serve the redevelopment property on Tyler. Red Rock Corridor Station Area Study. Work is underway. See enclosed flyer. EDRA staff members John Hinzman and Shannon Rausch will be involved in the study over the next 18 months. EDRA property along the tracks will be in the planning.
