SPECIAL CITY COUNCIL MEETING MINUTES
Hastings, Minnesota
April 8, 2004
The City Council of the City of Hastings, Minnesota met in a special meeting on
Thursday April 8, 2004 at 5:30 PM in the Community Room at the Hastings City Hall, 101 4th
Street East, Hastings, Minnesota.
Members Present:
Schultz.
Mayor Werner, Councilmembers Riveness, Hazlet, Yandrasits, and
Members Absent:
Councilmembers Hicks and Moratzka
Staff Present:
HRA Director, John Grossman
City Administrator, Dave Osberg
Mayor Werner Called the Meeting to Order; introducing the purpose of the meeting was to
interact and discuss with the HRA and the consultants hired to conduct the market study for the
Downtown Riverfront Redevelopment Project, GVAlMarquette Advisors. Mayor Werner asked
HRA Director to introduce the representatives from GVAlMarquette Advisors. John introduced
Senior Vice President Stephen Sherf and Vice President Brent Wittenberg.
Councilmember Hicks arrived at 5:36 PM
Councilmember Moratzka arrived at 5:39 PM
Mayor Werner excused himself at 5:40 PM
Mr. Sherf provided a report to the members of the City Council and the HRA on the results of
the previous meetings conducted with the downtown business owners and the meeting with the
general public.
Throughout a long discussion and interaction between the City Council; HRA and Mr. Sherf and
Mr. Wittenberg, a variety of issues and topics were discussed, including but not limited to:
different types of hotels and restaurants; public docking and consideration of a marina at lake
Rebecca; Red Rock Commuter rail corridor; impact of a new bridge, and access to 3rd Street;
need for outside dining; theatre and performing arts; farmers market; back of buildings'
appearance facing the river; downtown business hours; differences between Red Wing,
Stillwater and Hudson; impact of trails and other natural resources in Hastings that assist with
attracting tourism; financial feasibility of certain projects and the potential need for public
investment.
Councilmembers Schultz and Moratzka excused themselves at approximately 6:40 PM
At the conclusion of the meeting, Councilmember Riveness moved, and Councilmember
Yandrasits seconded to adjourn the special meeting of the City Council at 6:53 PM.
