Members Present: Councilmember Riveness, Simacek, Hicks, Moratzka, Yandrasits & Mayor Wemer Members Absent: Council member Johnson Staff Members Present: David Osberg, City Administrator; Shawn Moynihan, City Attorney; John Grossman, lIRA Director Matt Weiland, City Planner; Tom Montgomery, Public Works Director Melanie Mesko, Administrative Assistant/City Clerk Approval of Minutes Mayor Wemer asked if there were any corrections or additions to the minutes of the regular meeting of November 6, 2000 or the Special Meeting of November 9, 2000. ;,-, Councilmember Hicks requested that the "Nayes" on the vote for a Minor Subdivision at 1803 Westview Drive be recorded on the November 6,2000 minutes. With that correction, the minutes were approved as amended. Accept Addendum to Proposal, Bolton & Menk, Lock and Dam Access Road - Building Demolition 7. Approve Fourth Street Right-of- Way Agreement 8. Adopt Special Assessment -510 River Street 9. Approve Joint Powers Agreement for Dakota County Drug Task Force 10. Approve Transfer of 3.2% Beer License trom Pizza Hut to Sky Ventures, LLC Certification of Delinquent Annuals. ~ Bastin J Cit Council Minuttl for Re lar Meetin OD November 20 2000 Pa 2013 r- Public Hearing - Proposed Modification to Downtown Redevelopment Area Plan and TIF Plan and Proposed Tax Increment District No.3 for the Guardian Angels Redevelopment Public Hearing was opened at 7:02 P.M. Mark Ruff of Ehlers and Associates, the public financial advisors of the Hastings BRA, was present to discuss how the TIF district is to be set up, used, and administered in this development. Hearing no other public comment, the public hearing was closed at 7: 14 P.M. Resolution Approving Modification of the Downtown Redevelopment Area and TIF Plan and Establishment of Tax Increment District No.3 for Qualified Housing District. Moved by Councilmember Yandrasits, seconded by Councilmember Riveness to amend the Redevelopment Area to exclude the additional lots located across the street from City Hall and Guardian Angels from the plan with staff to formally notify residents of any modifications in the future. 6 Ayes; Nays, None Moved by Councilmember Simacek, seconded by Councilmember Yandrasits to approve the amended Resolution for Modification for Downtown Redevelopment Area and TIP Plan and the establishment of Tax Increment Financing District No.3. 5 Ayes; 1 Nay, Councilmember Riveness voting against First Reading and Order Public Hearing for Rezoning Bailey Ridge from R-l to R-3 PRD City Planner Weiland stated that this rezoning request is consistent with the City's Comprehensive Plan.
