The City Council of City of Hastings, Minnesota met in a regular meeting on
Monday, January 3, 2000 at 7:00 p.m. in the City Hall Council Chambers, 1014 th Street
East,Hastings, Minnesota.
Members Present: Councilmember Yandrasits, Riveness, Simacek, Johnson, Hicks,
Moratzka&Mayor Werner
Members Absent: None
Staff Members Present: Dave Osberg, City Administrator;
Shawn Moynihan, City Attorney;
Matt Weiland, City Planner;
and Melanie Mesko, Administrative Assistant/City Clerk
Approval of Minutes
Mayor Werner asked if there were any corrections or additions to the minutes of
the regular meeting of December 20, 1999 and hearing none approved the minutes as
presented.
�- Council Items to be Considered
Councilmember Hicks requested that a resolution recognizing the Hastings Area
Jaycees be added to the Consent Agenda.
Mayor Werner requested that the approval of Mike McMenomy as Police Chief
be added to the Consent Agenda.
Melanie Mesko requested that an amendment to Item #2 of the Consent Agenda,
2000-2001 Garbage Hauler Licenses,be added to the Consent Agenda.
Moved by Councilmember Hicks, seconded by Councilmember Simacek, to add
the above items to the Consent Agenda as requested.

Consent Agenda
Councilmember Riveness requested that Item #10 of the Consent Agenda-
Proposal to City on behalf of Mrs. Lawrence Maurus, be moved to Item #2 under
Administrator.
Moved by Councilmember Hicks, seconded by Councilmember Yandrasits, to
approve the Consent Agenda as amended.

First Reading-Revisions to Chapter 4 of Hastings City Code & Adoption of New
Schedule for Building Permits
Moved by Councilmember Riveness, seconded by Councilmember Yandrasits, to
approve the First Reading of the proposed amendment to Chapter 4.

Public Hearing-Bailey Street Vacation
Mayor Werner opened the Public Hearing at 7:06 p.m. City Planner Matt
Weiland stated that this is an unapproved street on the Cemstone Property, which
Cemstone is requesting to be vacated. Hearing no public comment, the Mayor closed the
public hearing at 7:08 p.m.
Resolution-Street Vacation-Bailey Street
Moved by Councilmember Yandrasits, seconded by Councilmember Riveness, to
approve Resolution No. 1-4-2000 vacating Bailey Street.

Approval of Personnel Policy Amendments
Administrative Assistant/City Clerk Melanie Mesko stated that Council is
requested to approve approximately 20 Personnel Policy Sections.
Moved by Councilmember Moratzka, seconded by Councilmember Simacek, to
approve the Personnel Policy amendments as presented minus the Travel Expenses
Policy.

Proposal to City on behalf of Mrs. Lawrence Maurus
Councilmember Riveness requested that the City grant an honorary TRAC bus
pass to Mrs. Lawrence Maurus. Mrs. Maurus is an 80-year-old blind woman who walks
daily to take care of her husband. Councilmember Riveness stated his concern for her
safety during the winter months with snow on the roads.
Moved by Councilmember Riveness, seconded by Councilmember Hicks, to
approve an honorary TRAC bus pass for Mrs. Maurus to use during inclement weather.

adjourn the meeting at 7:14 p.m.
