HomeMy WebLinkAbout20091005 - CCMinutes 20090921 Hastings, Minnesota City Council September 21, 2009 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday th September 21, 2009 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4 Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Slavik, Balsanek, Nelson, Elling Schultz and Hollenbeck. Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Planning Director John Hinzman Public Works Director Tom Montgomery City Engineer Nick Egger Schutt HERA Director John Grossman Approval of Minutes Mayor Hicks asked if there were any corrections or additions to the minutes of the regular City Council meeting on September 8, 2009. Hearing none, the minutes were approved as presented. Consent Agenda Moved by Councilmember Schultz, seconded by Councilmember Nelson to approve the Consent Agenda as presented. 7 ayes; Nays, None. Pay Bills as Audited 1. Pay Estimate #1—Industrial Park Area Improvements: Northwest Asphalt ($275,083.15) 2. Approve Change Order #1 – Industrial Park Area Improvements 3. Authorize Signature: Hastings Industrial Park Agriculture Lease #2009-24 4. Resolution—Accept 100% of the DCC Rebate 5. Resolution—Call For Redemption of Taxable General Obligation Hydroelectric Revenue 6. Refunding Bond, Series 2002A Resolution—Accept Anonymous Donation of $2.,000 to the Fire, Parks and Public Works 7. Departments Resolution—Accept Anonymous Donation of $3,000 to the Fire Department 8. Award Contract for Three Rivers Pond Stormwater Diversion—Minger Construction ($57,942.60) Moved by Councilmember Schultz, seconded by Slavik to award the contract as presented. 7 Ayes; Nays, none. Public Hearing—MnDot Hastings Bridge Municipal Consent Process City Engineer Egger introduced the item. Jerome Adams from MnDot provided an overview of the project and the municipal consent process. Mayor Hicks opened the public hearing at 7:11 p.m. Hearing no comments, the public hearing was closed at 7:12 p.m. There was discussion on the various budgets for the project. Public Hearing—Ordinance Amendment #2009-08: Keeping of Chickens in PI District Planning Director Hinzman introduced the item and stated that the Planning Commission has recommended approval of the revised ordinance permitting chickens in the PI district only. Mayor Hicks opened the public hearing at 7:14 p.m. Hearing no comments, the public hearing was closed at 7:14 p.m. Second Reading/Adopt Ordinance—Ordinance Amendment #2009-08: Keeping of Chickens in PI District Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve as presented. 6 Ayes; Nays, one. Councilmember Nelson voting against Public Hearing —Dissolving the HRA HEDRA Director Grossman introduced the item and acknowledged the history and accomplishments of the HRA. Mayor Hicks opened the public hearing at 7:17 p.m. Hearing no comments, the public hearing was closed at 7:17 p.m. Resolution—Dissolution of the Housing and Redevelopment Authority in and for the City of Hastings Councilmember Schultz thanked the HRA staff and commissioners for their work. Councilmembers Alongi and Hollenbeck also recognized the HRA’s work over the last 30 years. Mayor Hicks noted that the HEDRA will continue with many of the same objectives, but a broader scope for the entire city. Moved by Councilmember Hollenbeck, seconded by Councilmember Alongi to approve the resolution as presented. 7 Ayes; Nays, none. ResolutionSite Plan #2009-25 – Construction of Garage – YMCA (920 Nininger Road) — Planning Director Hinzman introduced the item and stated that the Planning Commission has recommended approval. Moved by Councilmember Alongi, seconded by Councilmember Nelson to approve the resolution as presented. 7 Ayes; Nays, none. Update from Visual Quality Team and MnDOT on Hastings Bridge Visual Quality Study and Aesthetic Budget City Engineer Egger introduced the item. Steve Kordosky, MnDot project manager discussed the aesthetic budget for the roadway, bridge, and wall. MnDot then discussed the work of the Visual Quality Team and the items reviewed. There was discussion on conceptual ideas on lighting, finishes, pier structure and how items will be prioritized. There was discussion about the City’s role in commenting on the visual quality aspects in advance of the project and concerns with confidentiality of the bid project documents. Staff was directed to work with MnDot to create a process whereby the City can comment on visual quality aspects while meeting MnDot’s confidentiality concerns. th Authorize Execution of NSP Sublease, Portion of 412 East 4 Street City of Hastings September 21, 2009 City Council Minutes Page 3 of 3 Moved by Councilmember Alongi, seconded by Councilmember Hollenbeck to approve as presented 7 Ayes; Nays, none. Dakota Futures Presentation Bill Coleman, Executive Director of Dakota Futures provided a brief overview of their recent activities. The Council thanked Mr. Coleman for providing the update. Announcements ? Bridge Visual Quality Team will meet on Wednesday, September 23 at 1:00 p.m. ? Joint Powers meeting will be Wednesday, September 30 at 7:30 a.m. ? A test of the CodeRed system was done on Wednesday, September 16 ?
