City Council Special Meeting
Monday, August 31, 2009
The City Council of the City of Hastings, Minnesota met in a special meeting on
Monday, August 31, 2009 at 7:00 PM in the Community Room at the Hastings City Hall, 101

East 4 Street, Hastings, Minnesota.
Members Present:
Mayor Hicks, City Councilmembers Alongi, Hollenbeck, Slavik, Balsanek,
Nelson, Elling Schultz.
Staff Present:
City Administrator Dave Osberg
Finance Director Char Stark
Assistant Finance Director Julie Flaten
Assistant City Administrator Melanie Mesko Lee
2010 Preliminary Budget Presentation
Finance Director Stark presented information about the 2010 budget planning process to
date. She noted that staff has met with the Finance Committee of the Council numerous times
over the last few months, most recently on August 26. She provided an overview of the
preliminary 2010 budget recommended by the Finance Committee and noted that this item will be
on the September 8 City Council meeting. Preliminary budget must be adopted by September 15.
Final budget will be adopted in December.
There was discussion about the reductions proposed, ERF requests, getting into
compliance with the City’s general fund balance policy. The Finance committee and staff were
commended on their work to date.

2 Quarter Financial Report and Update on General Fund
Stark provided a brief update on the most recent financial information. There was some
discussion about diversity in investments.

Moved by Councilmember Alongi, seconded by Councilmember Slavik to adjourn the
meeting at 7:50 p.m.
