First of Two Special Meetings for Parks System Plan Update
7-30-86
The meeting was called to order by Chairman P. Hicks at 7:35 p.m.
Members Present: P. Hicks, J. Warner, J. Larsen, D. McNamara, B. Marsh
Absent: G. Oilman
Tom Loucks and Phyllis Hanson of Tom Loucks and Associates presented a summary
of their impressions of the current Hastings Parks System. They stressed that
public input is necessary now for developing the future plans for the parks.
P. Hicks asked "What area of the parks is most deficient?" Phyllis Hanson
replied that in her opinion there were three areas that needed attention.
1. The neighborhood parks need. to be redeveloped. It is essential that we
solicit all the people in the neighborhood for their input to the
master plan.
2. "...additional playfield development." The trend in the metro area is
a need for more playfields. Something else to consider is for tennis
courts or tot lots in the playfield area.
3. We also need a system for unifying and identifying our park system.
Another idea to consider is the development of a trail system within the
City.
Mr. Loucks stated that, in his opinion, "the equipment and 'character' of the
neighborhood parks is sadly lacking." He feels that although better equipment
is more expensive, it is also protected better by the neighborhood.
Discussion ensued.
The following motion was moved by P. Hicks and seconded by J. Warner:
"The NRRC should buy an 'appropriate size' ad in the Hastings newspaper
asking for public input for the Parks Plan Update. The ad will contain

__ t e survey, and-people will be encouraged to phone or mail the answers-
or suggestions to the Parks Office."
The motion was adopted. (5-0)
P. Hicks moved and was seconded to recess the meeting until Wednesday, August
6 at 7:30.
Motion Adopted.
The meeting was recessed at 8:30 p.m.
