REQUEST
The City Council is asked to appoint Gary Stevens of 1326 1 ih Street W to the Planning
Commission. Five candidates were interviewed for the position by Planning Committee
Chair Alongi and Planning Commission Chair Truax. Gary would fill the vacancy of Lance
Twedt for a term of two years and would be eligible to serve a total of three, two year
terms.

Please provide a short paragraph summarizing why you are seeking an appointment to a
City of Hastings commission.
I am seeking an appointment to the Planning Commission because I am concerned about the
types of buildings (residential, commercial), types of businesses and there locations within the
City of Hastings in regards to the existing comprehensive plan, zoning for types of buildings,
zoning ordinances, also the variances granted and home occupation permits. It seems as though
some requests before the Planning Commission are approved that do not follow the policies,
guidelines that have been approved and are in effect at the time of those approvals. I do realize
that the policies and guidelines may not cover every request that comes before the Planning
. Commission and common sense would be required in dealing with that kind of request. Ifa
vacancy on the Planning Commission would occur, I would welcome an opportunity to serve on
the commission. I would bring to commission an "It is what it is" common sense approach in
applying the policies and guidelines that have been approved in making decisions for
approvals/denials on requests before the Planning Commission.

Briefly describe your background, experience, and other information not previously given
which you believe should be considered regarding the appointment you are seeking.
As a mechanical inspector employed with the City ofSt. Paul since October 1993, I worked for
approximately 3 1/2 years with St. Paul Fire Prevention doing inspections for Certificate of
Occupancy in apartments and mixed occupancy (commercial business with residential). Since
May, 1997 I have been doing inspections in new and existing structures, various types of
occupancies for piping systems. I have had the opportunity to see the demographics involved in
the construction of single family, multi-family, townhouses, condominiums, commercial and
industrial occupancies. I have had on occasion to interact with are HPC, zoning and plan review
staff concerning issues that occurred with construction of the building. I feel that this experience
in seeing where the different types of occupancies that are constructed and located in different
areas in the City of St. Paul gives me an understanding as to demographics being applied as to
where buildings are allowed to be built. I feel that living in the City of Halitings and observing..
the changes that have taken place within the city along my experience as a mechanical inspector
in dealing with codes, ordinances and policy would be beneficial in making decisions in regards
to issues that the planning commission would address.
