Re: Approve Public Works Electrician Position and Authorize Filling Position
Council is requested to approve the enclosed Public Works Electrician Position
and authorize staff to fill this position. When Street Superintendent Cal Ruedy retired in
May of2006, the Public Works budget called for filling this vacancy with a Maintenance
II Operator. However, after discussions with Public Works operators and supervisors, 1
am recommending that the vacancy be filled by an electrician instead of a maintenance
operator. Public Works is responsible for maintaining over 600 decorative street lights,
including the trail lights Xcel Energy has turned back to the City, and an increasing
number of motors, pumps and controls from the City's six wells, seven sanitary sewer lift
stations, hydroelectric plant and the new water treatment plant currently under
construction. The proposed electrician position would amount to an incremental payroll
cost increase of about $11,000 over a Maintenance II Operator position. The 2007 Public
Works budget includes funding for the electrician position.
The Administration Committee met on January lOth and unanimously
recommended approval of creating the Electrician position and approving the job
description.

Summary
This is a non-exempt union position responsible for electrical maintenance of the City's
street light system, seven sanitary sewer lift stations, six well pumphouses, a storm
sewer pump station, a water treatment plant, and a twin turbine 4.0 MW hydroelectric
plant. This position will also perform light equipment operator and utility maintenance
operator duties as per the direction of the Public Works Superintendent.
Essential Duties & Responsibilities
. Maintains the City's street light system, including replacing fixtures, relamping,
rewiring poles as needed, connecting and disconnecting poles from electrical
circuits, installing conduit and pull boxes, maintaining feedpoints, fusing, and
photoelectric and mechanical controls.
. Services and repairs pumps, motors, starters, control systems, and various other
types of electrical equipment and apparatus related to the City's sanitary sewer lifts
stations, well pumphouses, storm sewer pump station, water treatment plant and
hydroelectric plant.
. Tests, locates and repairs trouble in electrical circuits and equipment.
. Trains and supervises the work of helpers.
. Signs applications for electrical permits for work performed or performed by helpers
under supervision.
. Assists with sanitary sewer and water systems maintenance as directed.
. Operates light equipment and assists and street and storm sewer maintenance as
directed.
. Regular attendance is required.
. Performs other duties and assumes other responsibilities as apparent or as
delegated.
KNOWLEDGE, SK/LLS &
ABILITIES
. Considerable knowledge of the facts and methods of the electrical trade
. Considerable ability to read and interpret electrical plans and diagrams, building
codes and blueprints.
. Considerable ability to exercise judgment in the selection of proper tools methods,
and equipment.
. Considerable skill on the installation, maintenance and repair of electrical systems
and equipment.
. Working ability to perform work involving considerable standing, bending and
stooping, often in close quarters.
. Able to learn the operation of different types of light equipment, including 5 ton trucks
and aerial lifts.
Criteria to Qualify for this Position
. Graduation from high school or GED
. Valid drivers license with Minnesota driving privileges and a good driving record
. Minnesota Class A Master Electrician license
. Good verbal and written English communication skills.
. Ability to establish and maintain effective working relations with both co-workers and
the public.
. Regular attendance is required.
Desired Qualifications
. Five or more years of experience maintaining pumps, motors, starters and controls
for municipal utility systems.
. Possession of a valid Minnesota Class A Commercial Driver's License (CDL)
