Approve deleting those current city code sections listed on the attached chart and order the re-codified
city code to be prepared for adoption.
Background Information.
Several months ago the city council authorized there-codification ofthe Hastings city code of ordinances.
Essentially, this is a means whereby the city will change the layout and organization of the present city
code. This process will also allow the city code to be used on-line by the public.
As part ofthe re-codification progress, all department heads were asked to go through those portions of
the city code that apply to their department and determine if any updating was required.
Melanie and I met with each department head and went through the entire present city code. As a result,
we found numerous provisions of the present code that we are recommending be deleted since they are
obsolete or have never been used.
Attached to this letter is a chart listing the various major changes that we are recommending the council
adopt. The sections listed on the attached chart are current sections of the city code that are either
obsolete, have never been used or otherwise no longer necessary.
There are numerous other "minor" changes that staff is recommending be made. We have not made a
chart of those because they are so numerous. Essentially, these "minor"changes include correcting
typographical errors, updating citations to Minnesota Statutes, changing outdated language, removing
gender specific terms, etc. If any council member would like to see those changes, I will have my
working version of the re-codification available at the city cowlcil meeting. You are welcome to take

At this point, city staff is asking the council to adopt the deletion of the current city code sections on the
attached chart. If that is approved, the next step will be to notify the codifier to print a final version of
the city code and return it to the city. The city council will then hold a public hearing and approve the
re-codified city code. Once the codifier prints the final version of the city code, any changes the council
may want to make at that point or subsequently, would have to be made through the ordinance
amendment process.
