HomeMy WebLinkAbout20070205 - VI-21VI-21 TO: Mayor Hicks and City of Hastings Councilmembers FROM: Melanie Mesko Lee, Assistant City Administrator DATE: January 31, 2007 RE: Police Civil Service Commission Appointments Council Approval Requested: Approve appointment of Police Civil Service Commissioners under the terms and conditions outlined below. Background Information: The City of Hastings has a Police Civil Service Commission, established by City ordinance and under the authority of Minnesota State Statutes, Chapter 419. According to state statute, commissioners must be residents of the City and are appointed for three year terms, with the exception of the initial appointment, which allows for staggered terms. State statute declares that the City Council shall approve the appointment, and City Charter states that the Mayor shall be the appointing authority of the Police Department. Hastings City Code establishes a limit of no more than three full consecutive terms. Upon review of past practice, it was discovered that the City did not keep up with the reappointment process. Following discussion with the City Attorney, the following process is recommended for approval to bring the Police Civil Service Commission into compliance with not only state statute but also the adopted Rules and Regulations of the Civil Service Commission, City Charter, and City Ordinance. • Formally reappoint three residents of the City of Hastings as members of the Police Civil Service Commission; • Each of these appointments made February 2007 shall constitute a full term for the purposes of the City Code. • One appointment will be for the term of one year (2007) • One appointment will be for the term of two years (2007, 2008) • One appointment will be for the term of three years (2007, 2008, 2009) Upon the recommendation of Mayor Hicks, the following appointments are recommended: / One Year: Martin Jurgensen / Two Years: Joe Drexler / Three Years: Judy Gilbert ~,:•~ cR -las#~^~!v ~t?~ Fc~iR^,r, "UpFt Ea.' • Ha.?,,~:. t.1V ~5C~3~i~1`J`3, „*,;1.q~r.t:~4.,, • tri',l~a:i'-~~ wne~c h•~s~n ^tn..,~ PP These appointments are consistent with the composition of the current Police Civil Service Commission, and it is expected that this appointment will continue the consistency brought by the current membership, while reestablishing the appointment process. The intent is for this process to be more formalized for future meetings and appointments. Late in 2007, Mayor Hicks will then make a recommendation for the appointment of the spot, which is now recommended to be filled by Martin Jurgensen for a one year term, to a candidate for a full, three-year term. Future appointments will be made on an annual basis. The current commission has scheduled its first annual meeting for February 6, 2007. If the reappointments are approved, the commissioners will be sworn in at that date. If you have any questions, please do not hesitate to let me know. 020107 1100am
