RE: Authorize application for historic preservation grant
The Minnesota Historical Society makes grant funds available to Certified Local
Governments, including Hastings, for preservation work. The source of the funds is the
National Park Service.
The Heritage Preservation Commission (HPC) recommends that Council authorize an
application to the Minnesota Historical Society for grant funding for a designation study
to take place from July 2007 to July 2008. The grant will request a reimbursement of
$10,000 for a project estimated to cost $21,000. A match of $10,000 is included in the
City's 2007 budget.
By ordinance, the HPC responsibilities include:
1) To continue to survey and research in order to identify properties which have
historic, architectural, archaeological, engineering or cultural significance to the
community.
2) To recommend properties which meet the criteria of significance stated herein for
designation (by the Council) as Hastings Heritage Preservation Sites.
If awarded, the grant, and city funds would be used to contract a professional historian to
work with the HPC during this process. Approximately sixty properties would be
evaluated. Of these, about twenty would be selected by the HPC for further research.
Nomination forms for about twenty that are considered to be most complete and
significant would be prepared for Council consideration. Property owners would be
notified of meetings and have the opportunity to represent their view points throughout
the process.
Action: Approve submitting the application.

Item 10. Detailed Project Description
The City has completed a Context Study (1993), Survey (1994), Historic District Study
(1996 and 1997), and Local Designation Study (1999). Two National Register Districts
(East and West Second) and one Local District have been designated, along with 12
National Register and 13 Local individual buildings outside of the districts. Design
Guidelines for the review of changes to residential, commercial and public property were
written adopted (2002). These have all been accomplished with NPS/CLG Grants.
A. In 2006 the Heritage Preservation Commission reviewed approximately 150 properties
in the survey, which have not been designated individually or included in a district.
They selected 65 structures and buildings for evaluation. The goal of this project is to
select no more than 20 out of 65 properties for documentation and nomination for local
designation.
B. The properties to be evaluated are 80% single family residences from the 1860s to the
1930s. A number of commercial buildings constructed between 1890 and 1957 and two
retaining walls built by the WPA will also be considered. All are located in the original
plat of Hastings, from the Mississippi River on the North to the Vermillion River on the
South. The nomination forms will be for individual properties. There does not seem to be
a concentration that would qualify for a district.
C. The process will include contracting a principal investigator to evaluate and
recommend properties for documentation. The HPC will review and select properties for
possible designation and ensure communication with and comment by property owners.
The consultant will prepare the nominations for consideration by the City Council.
• The consultant and the HPC will classify, place in context, evaluate for
significance and integrity, and compare the properties to the National Register
criteria for evaluation and registration..
• Some of the properties will be selected by the HPC for nomination. The
consultant will prepare the nominations. They will be submitted to SHPO for
independent review. The nominations will be made available to the public at large
and the property owners involved.
• The final number of properties actually designated as local sites is contingent on
the City Council. HPC and City Council consideration will be scheduled shortly
after the nominations are completed. See the attached copy of the preservation
ordinance describing the local designation process including provisions for owner
and public notification and comment.
• Once properties are designated by Council, the status is recorded on their
individual titles, property files are established in the HPC office and property
owners are notified of the design review process.
D. This project is complementary to the statewide preservation plan. It will fill gaps in
the existing list of designated properties in order to ensure that eligible sites important to
Hastings historic and architectural heritage are protected. Hastings is expected to grow by
a third by 2030. Growth impacts development and redevelopment in both housing and
commercial areas. Whatever is not listed will be subject to market change without
review. Another full survey project is probably not necessary for historic and
architectural resources, but future studies of archaeological and cultural resources may be
considered. This work will review previously unevaluated and undocumented properties
from the 1994 survey and a number of properties that were not originally surveyed and
may now be eligible.
Item 11. Project Products.
A. Evaluations of approximately 60 previously surveyed or newly identified
properties for possible documentation.
B. Individual documentation of the up to 20 selected properties for designation.
C. Contingent on City Council action, local designation of nominated properties.
Item 12. Commuuity Support.
Council has budgeted $10,000 as a cash match for a CLG grant application.
The HPC has voted to request Council approval for the application. The Historic
Downtown and LeDuc House are community resources. Preservation is a key asset in the
downtown redevelopment effort. The LeDuc House provides history and educational
programs for citizens and visitors. Owners of historic properties expect the city to
enforce the preservation ordinance for the good of their neighborhoods . Newspaper and
radio stories and public opinion typically support historic preservation. Hastings'
Sesquicentennial year is being celebrated in 2007.
Item 13. Project Impact.
The designation process will stimulate awareness, raise issues and generate discussion.
There will be wide spread interest because some of the properties are community
landmarks. All meetings will public and may be reported by the local media. Press
releases and periodic updates in the Community Newsletter will be produced by the City.
Documents will be posted on the City's Web Site. Community Access will show some of
the properties.
Item 14. Project Personnel.
The Project Duector will be John Grossman, HRA Director and HPC staffperson for the
City of Hastings. He has managed six previous CLG grants. Resume attached.
The consultant will have to meet the Secretary of Interior's Professional Qualifications as
a qualification for selection. The commissioners of the HPC include professionals in the
fields of law and history, and persons with experience in restoration carpentry and
building trades.
