Re: City Project 2007-1, S"' Street Area Improvements
Council received the feasibility report for the pro~osed 2007 5`t' Street Area Street &
Utility Improvement Program at the February 20 meeting. The public hearing for this
project has been scheduled for the March 19`h Council meeting.
The proposed S`~ Street Area improvement project is a City initiated project that will
require the votes of six Council members to approve the project
PROPOSED IMPROVEMENTS
The proposed 5"' Street Area Improvements involves reconstructing 5`h Street
between the Spring Street and State Street, 6`" and 7~' Streets between Pine and State
Streets, Ashland Street between 5`r' and 6`h Streets, and Forest and Spring Streets
between 4"' and 6`h Streets.

STREET RECONSTRUCTION -All street segments are substantially deteriorated
and modem curb and gutter is not present throughout the project azea. All streets
would be reconstructed to current standards for pavement thickness, and include
new modem curb and gutter. Grades on many street segments would also be
modified to improve drainage capability. The proposed assessment rate for all
parcels in the project area is $60/front foot.
STREET WIDTH -This project area contains street segments of many different
widths. Many of the streets within the project are proposed to be reconstructed at
a 32 ft. width -the City's standard street width for low volume residential streets
with parking on both sides of the street; however, there aze also a fair number of
very low traffic volume residential streets in the project area that are already very
narrow, yet they are functioning adequately, with no reported concerns for
parking or accessibility.
The segments of Forest and Ashland Streets both vary greatly in their
current widths between about 24 feet and about 32 feet. These segments
are proposed to be reconstructed at 24 feet, as they both handle very low
volumes of traffic, have few driveways, have very low parking demand,
and have difficult topographic features which the 24 foot width would help
to mitigate. For reference, Forest Street between 4`h Street and 3`u Street
was reconstructed to a width of 24 feet in 2006 and is observed to be
functioning well in this configuration.
The line of sight is obstructed on the southwest corner of the intersection of
5`s and Ashland Streets by the presence of a concrete stairway at the
historic property at 401 5~' Street. To improve the line of sight at this
location while meeting historic preservation requirements, the segments of
5`h Street between Spring and Forest Streets are proposed to be narrowed to
a 28 foot width from its currently varying width of 28 to 32 feet. As 5~'
Street has been a regular route for Fire Department vehicles to the west, in
order to maintain sufficient accessability through this area, a resolution will
be recommended which would prohibit pazking on the south side of the
street.
The segments of 5`s & 6"' Streets between River and Prairie Streets , as welt
as the segment of 7u' Street between Pine and River Streets all were
originally constructed at about 26 to 28 feet in width and the reconstructed
width proposed is 28 feet for these three blocks. The predominant function
of these streets is in handling the local neighborhood traffic, and staff's
observation is that they have performed adequately in this capacity.
Although parking restrictions are not being recommended at this time, this
could be explored in the future should the concern arise.

WATER Mnnv -Many of the water mains in the project area date back to the
original system of the early 1900's and are beyond the age of sufficient reliability
and durability, and most of the mainlines throughout the area are also undersized
for adequate fue flow capacity. These water mains would be replaced and
increased in size to meet the fire flow requirements. In conjunction with this
work, all water services would be replaced from the main lines out to the right-of-
way line.
SAN[TARY SEWER -Like the water system, much of the sanitary sewer system for
this area dates back to the original system and has reached the end of its reliable
lifespan, while other azeas have experienced failures and continue to be
susceptible to root intrusion and backups because of the materials they were
originally constructed from. All sanitary sewer main lines and structures are
proposed to be replaced.
STORM SEWER-New storm sewer will be constructed throughout the project,
improving drainage capacity and storm water conveyance.
SIDEWALKS -Existing sidewalks in the project area would be replaced in their
current locations to the City standard of 5 feet in width, with some azeas
remaining if they aze found to be in good condition and meet the width standard.
A section of new sidewalk was proposed for construction along the east
side of Forest Street by the Comprehensive Sidewalk Plan; however, the
existing topography and space limitations would not be conducive to
constructing this segment, and it is recommended that this segment not be
constructed.
A new section of sidewalk is also proposed to connect to the sidewalk on
the east side of River Street with the existing sidewalk segment that
currently ends in front of 722 6a' Street, thereby providing continuity of the
sidewalk system between River Street and Pine Street along 6`s Street.
SUMMARY OF ISSUES AND COMMENTS
Although only about 13% of the property owners in the area attended the
neighborhood meetings, those who did attend primarily asked general questions about
logistics of construction, timing of the start and completion of the project,
accessibility during construction, tree preservation, new sidewalk proposals, and
assessment amounts. All of which staff provided answers for to the satisfaction of
the attendees.
COUNCIL ACTION REQUESTED
Council is requested to adopt the enclosed resolution ordering the improvements and
approving the plans for the project, and authorizing the advertisement for bids, and
adopt a resolution prohibiting parking on the south side of 5~' Street between Spring
and Forest Streets.

PROTECT No.2007-1
5Tx STREET AREA IMPROVEMENTS
WHEREAS, a resolution of the City Councit adopted the Sa' day of March, 2007, fixed a
date for a Council hearing on the proposed street and sidewalk reconstruction, storm sewer,
sanitary sewer and watennain improvements for the 5"' Street Area improvements which
include 5th Street between Spring Street and State Street, 6th Street and 7th Street between
Pine Street and State Street, Spring Street and Forest Street between 4th Street and 6th Street,
and Ashland Street between 5th Street and 6th Street, and
WHEREAS, ten days mailed notice and two weeks published notice of the hearing was
given, and the hearing was held thereon on the 19`" day of March, 2007, a[ which all persons
desiring to be heard were given an opportunity to be heazd thereon,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HASTINGS AS FOLLOWS; that
1. Such improvement is necessary, cost-effective, and feasible as detailed in the
feasibility report.
2. Such improvement is hereby ordered as proposed in the feasibility report dated
February 20, 2007.
3. Plans and specifications for the 5`s Street Area Improvements prepared by
the Hastings Public Works Director are hereby approved.
4. The City Engineer shall prepare and cause to be inserted in the Hastings
Star Gazette, Construction Bulletin, Quest Construction Data Network, and
the City of Hastings web site an advertisement for bids for the construction
of the approved Project 2007-1 5`s Street Area Improvements in accordance
with such approved plans and specifications. The advertisement shall be
published for two weeks, shall specify the work to be done, shall state that
bids will opened and considered by the Council at 12:00 Noon, Thursday,
April 19, 2007 at Hastings City Hall, and that no bids will considered
unless sealed and filed with the Clerk and accompanied by a cash deposit,
cashier's check, bid bond, or certified check payable to the City of Hastings
for 5%of the amount of each bid.

RESOLiJTION PROHIBITING PARKING ON THE SOUTH SIDE OF 5TH STREET
BETWEEN SPRING STREET AND FOREST STREET
WHEREAS, the 2007-1 5``' Street Area Street Reconstruction Program will result in 5t1'
Street between Spring and Forest Streets being constructed at 28 feet in width to enhance
traffic safety by way of improving sight lines and to minimize disturbance of historic
property situated at the intersection of 5~' Street with Ashland Street, and
WHEREAS, parking on the south side of this narrow section of 5`h Street needs to be
prohibited to facilitate Emergency Route traffic flow on 5"' Street.
NOW, THEREFORE BE TT RESOLVED BY THE CITY COUNCIL OF THE
CTTY OF HASTINGS AS FOLLOWS;
Upon the completion of the 2007 5"' Street Area Improvements, City staff is hereby
directed to place signage prohibiting parking along the south side of 5th Street between
Spring and Forest Streets.
