Joel and Barry: This is the draft memorandum I have ready to put in the Council packet on Thursday, which would likely
require some follow up between Barry and Joel on Friday or Monday. I agreed to call Joel on Thursday to get a "status"
report. This may remain fluid through Monday, but with this memorandum potentially be placed in the packet on Thursday,
we at least have a spot on the agenda, should all systems be go. Thanks, Dave O.

Subject: a couple of issues
Melanie,
First, I spoke with Joel Toso, our engineer on the Mississippi River Dock project. He did not
secure a second bid relating to this project and therefore, we discussed to remove this issue from
the agenda for this evening.

Secondly, if you are available sometime tomorrow, you and I were going to get together on a
couple of topics as to which I can not recall at this time?
Finally, do you still have the Recreation Coordinator applications handy? If so, I would like to
go through them as I am a guest speaker at Winona State Uiuversity on Friday.

Resolution 03- -07
Whereas, the Hastings community has suffered two serious fatal accidents
resulting in the closure of Highway 61 bridge spanning the Mississippi River in less than
two months; and
Whereas, the Hastings Bridge needs repair and replacement during the next
decade; and
Whereas, traffic has increased dramatically the past 10 years, and any bridge
closing results in serious traffic congestion and delays in other arterial streets in and out
of Hastings; and
Whereas, our legislators, Senator Katie Sieben and Representative Denny
McNamara have committed to easing congestion and providing safety measures on
Highway 61 through legislation to provide $250,000 to construct J-barriers on Highway
61 from the north side of the Hastings Bridge to the intersection with Highway 10.
Now, therefore be it resolved, that the Mayor and City Council of the City of
Hastings support Senate File 1740 and House File 1910 for passage during the 2007
legislative session.
