REQUEST
Country Inn and Suites seeks Site Plan approval to construct a 20' x 40' 800 s.f.) garage
north east of the existing Country Inn and Suite Hotel located at 300 33` Street W.
RECOMMENDATION
The Planning Commission voted 6-0 to recommend approval of the request at the May 14,
2007 meeting.
Fire Code Requirements
The Commission asked staff to determine if further fire code regulations would be triggered
because the garage would be built on a commercial property. Staff has spoken with the
City's Fire inspector and there it does not appear that further regulations would be
triggered.

Comprehensive Plan Classification
The 2020 Comprehensive Plan designates the property as C, Commercial
Zoning Classification
The subject property is zoned C-4, Regional Shopping Center. Lodging services, hotels,
and motel are classified as a permitted use in the C-4 district.

Existing Condition
The proposed garage site is part of a larger parking lot north of the hotel. The existing
hotel was constructed in 1996.
Proposed Condition
Construction of a 20'x 40' (800 s.f.) garage north east of the existing Country Inn and Suite
Hotel. Approximately four parking spaces would be removed.
SITE PLAN REVIEW
Zoning Setbacks
Zoning setbacks are acceptable. The garage would be located approximately six feet
from the eastern property line. The distance to remaining property lines exceeds 100
feet. -
Parking
Parking is acceptable. Although garage construction would result in the loss of four parking
spaces, the remaining parking lots greatly exceeds minimum parking requirements.

Vehicular Access and Circulation
Access and circulation will not be changed.
Pedestrian Access and Circulation
Pedestrian access will not be changed.
Grading, Drainage, Erosion Control, and Utility Plan
The garage will be constructed at the same grade as the parking lot resulting in minimal
grading and drainage changes.
Landscaping
Construction of the garage does not trigger additional landscape changes.
Architectural Elevations
Architectural elevations are acceptable and are consistent with the detail of the existing
building. 4" vinyl lap siding and a green asphalt roof are proposed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING
SITE PLAN APPROVAL FOR CONSTRUCTION OF A GARAGE AT COUNTRY INN
AND SUITES LOCATED AT 300 33RD STREET WEST

WHEREAS, Country Inn and Suites has petitioned for Site Plan Approval to construct a +/-
800 s.f. detached garage located north of the existing hotel building at 300 33"~ Street West, legally
described as Lot 1, Block 1, COUNTRY SUITES ADDITION, Dakota County, Minnesota; and
WHEREAS, on May 14, 2007, the Site Plan was reviewed by the Plaiming Commission of
the City of Hastings, as required by state law, city charter and city ordinance; and
WHEREAS the Planning Commission recommended approval of the request to the City
Council subject to the conditions contained herein; and
WHEREAS The City Council has reviewed the request and concurs with the
recommendation of the Planning Commission.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HASTINGS AS FOLLOWS:
That the City Council hereby approves the Site Plan as presented to the City Council subject to the
following conditions:
I) Conformance with the plans submitted with the City Council Staff Report dated May 21, 2007.
2) All disturbed areas on this property shall be stabilized with rooting vegetative cover to el iminate
erosion problems.
3) Final approval of the grading, drainage and utility plans by the Public Works Director, and
reimbursement for any fees incurred in review of the development. The owner assumes all risks
associated with the grading and utility placement prior to formal approvals.
4) Any uncompleted site work (including landscaping) must be escrowed for prior to issuance of a
certificate of occupancy.
5) Submission of an electronic copy of all plan sets (TIF, PDF, or similar format) prior to certificate
of occupancy.
6) Approval is subject to a one year Sunset Clause; if significant progress is not made towards
construction of the proposal within one year of City Council approval, the approval is null and
void.
