The property is subject to Original Hastings Design Standards (OHDS) requirements. Because the proposed improvements exceed five percent of the assessed building value, approval is subject to Planning Commission Review and City Council Approval. The new garage would replace an existing garage on the site. RECOMMENDATION The Planning Commission voted 6-0 to recommend approval of the request at the May 14, 2007 meeting with limited discussion. No one spoke for or against the item. The Plan designates the property as U-I -Urban Residential (1-3 units per acre) Zoning Classification The subject property is zoned R-2\OHDS -Residential Medium Density\Original Hastings Design Standards. Single family homes are a permitted use subject to Design Standards Requirements. Existing Condition The existing garage appears to have been constructed prior to 1950 and is in poor condition. The existing home was constructed in 1886. Proposed Condition The applicant proposes to replace the existing 27' x 15' (405 s.f.) garage with a 24'x 26' (624 s.f.) garage. The garage would be built into an existing hillside resulting in the north side of the building being buried approximately five feet. The new garage would be built in approximately the same location as the existing garage. OHDS REVIEW OHDS Intent Original Hastings Design Standards (OHDS) preserve and enhance traditional neighborhood design by reflecting the general characteristics of buildings dating from 1845 to 1940, which is the predominate era for building construction within the OHDS District. OHDS regulations ensure traditional neighborhood design by incorporating design features such as alleys, carriage houses, front porches, period sensitive housing design, sidewalks, and traditional street lighting. Design standards create and enhance the character of older OHDS Review #2007-21 Chandler 638 7`h Street West Planning Commission Memo -May 14, 2007 Page 3 neighborhoods by establishing regulation to guide property development and rehabilitation consistent with the unique historic character of the neighborhood. The OHDS are derived from the Design Guidelines for Original Hastings, adopted in 2003 by the City Council as part of the Heart of Hastings Master Plan. OHDS regulations are located found in Chapter 10.14, Subd. 4 of the Hastings City Code Garage Location and Access The location of the garage and access from 7th Street are acceptable. OHDS prohibits new garages from directly abutting a public street if an improved alley way abuts the property. The property does not abut an alley. The garage would adhere to the five foot minimum setback requirement from the rear and side property line. Garage Exterior Materials 4" double lap vinyl siding would be used along most of the exterior. The siding would be khaki in color to match the house. Portions of the east and west building elevations would have exposed cinder block walls along the slope of the hill. OHDS requirements allow for vinyl siding up to five inches exposed. Exterior materials are acceptable with the following change: 1) Exposed concrete block must be painted to match the building. Roof Materials Roofing materials and pitch meet OHDS requirements. 25 year slate colored asphalt shingles are proposed on a 10/12 roof pitch. The materials and roof pitch match the existing home. HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING ORIGINAL HASTINGS DESIGN STANDARDS REVIEW APPROVAL FOR CONSTRUCTION OF A NEW DETACHED GARAGE AT 638 7TH STREET WEST - MATT CHANDLER Cowlcil member introduced the follu~~°ing Resulution and moved its adoption: WHEREAS, Matt Chandler has petitioned for approval to construct a new detached garage at 638 7°i Street West legally described as follows: Lot I2, Block 41, ADDITION NO. 13, Dakota County, Minnesota; and WHEREAS, property improvements are subject to City Code Chapter 10.13, Subd 4 - Original Hastings Design Standards; and WHEREAS, on May 14, 2007, review was conducted before the Planning Commission oC the City of Hastings, as required by state law, city charter and city ordinance; and WHEREAS the Planning Commission recommended appro~~al of the request to the City Council subject to the conditions contained herein; and WHEREAS The City Council has reviewed the request and concurs with the recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Original Hastings Design Standards Review as presented to the City Council subject to the following conditions: 1) Exposed concrete block must be painted to match the building. 2) Proposed siding and roofing improvements must be completed consistent with the plans presented to the Planning Commission. 3) Approval of a building permit. 4) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void.
