Subject: Park hour Variance
Background Information:
New Life Congregation, 11245 Point Douglas Drive would like to conduct an
outdoor movie night at Lions Park on June 15`h. The request is to allow for a
variance regarding park hours of operation. Since it does not get dark until
approximately 9 PM, New Life Congregation is requesting to allow them to be
in the park past 10 PM, but not past 11 PM.

We will absolutely need the park until 11:00 pm because we are going to show a movie and we
are not able to start that until it is dark (around 9:OOpm). We will need to know as soon as
possible as well so please confirm with us that this is ok.

NOTE: A $100 deposit is required for the rental of Wallin Park sheher. The deposit can be paid at the time you pick up the
key for this shelter and will be returned to you upon the return of the key and inspection of the facility by the Pazks and
Recreation Department. The shelter key for Wallin park must be picked up by 4:30 PM 24 hours prior to your rental date.

per field/hour. The fee for a soccer field is

General Guidelines for Facility and Field Reservations
• Applicants who live or work in Hastings will receive priority reservations,
• i,iqurn, wine, intoxicating and non-intoxicating malt liquor canrmt be consumed or possessed in city parks beriveen the
hours of 6:00 p.m. and 8:00 a.m. with the exception of Vet's Park where ~Ir ynon-intoxicating malt liquor can be
consumed or possessed and then only between the hours of 8:00 a.m. and 10:00 p.m.
• Parking is allowed in parking lots only. No unauthorized vcluclcs arc permitted to be on Bass, sidcwallcs, trails, fields,
etc.
• Park closing time is 10:00 PM (10:30 PM at Vet's Patk)
• If the facility you have reserved is being used by another group, and they refuse to leave, please call 911 non-emergencies
(651-480-2300).
• The City of Hastings reserves the right to deny or revoke a permit for noncompliance or if it is believed to be in the best
interest of City facilities or park users.
• All waste paper and other rubbish must be deposited in the appropriate receptacles.
• No group may set up a tent or other temporary shelter without authorization from the Parks and Recreation Department.
• Rentals for equipment and facilities are subject to a plicable Minnesota State sales Tax.
• Proof of insurance in the minimum amount of $ (} (~ ~~~ must be pro~~ided.
Shelter Rules
• Rental of an open air shelter does not include exclusive use of the park facilities.
• Rental of a park where there is no shelter includes the delivery of up to 5 picnic tables if needed. If you need additional
tables, you may reserve some for an additional fee.
• Renters may not display anything on park property without authorization from the Parks and Recreation Director.
• The City of Hastings will provide additional picnic tables at an additional cost of $ ]0 per table plus sales tax.
• Do not discard any hot charcoal in garbage receptacles.
• You moat have this permit with you as proof of your reservation
• Most shelters have electricity available. Please contact the Parks and Recreation Department prior to your event if
electricity is needed.
• If you reserve Wallin Park shelter, a walk through with a Parks and Recreation employee prior to your event is required.

Athletic Facility Rules
• Athletic facilities maybe reserved by Castings groups, school, businesses, churches, and non-profit groups.
• Requests for facilities will be based on availability and facility conditions.
• The City provides ongoing maintenance to city owned facilities. Additional maintenance requests may be subject to
additional costs as determined by the Parks and Recreation Director.
• Permits for athletic facility use may be revoked if the City fcels a certain tacility is already at its capacity or believes
damage may occur. This decision to grant or revoke a permit is solely in the discretion of the Parks and Recreation
Drector or appointee.
• Athletic facilities used for city or association programs w211 receive maintenance priority over rented facilities.
• Tournaments will not be scheduled rain oz shine. The Parks and Recreation Department may cancel a tournament if
conditions are such that damage to the field may occur.
The persons and/or organizations renting the facilitks within the City of Hastings, by signing this and accepting the
terms and agreements on this application, agrce to defend, indemnify, and hold harmless the City of Hastings, its
officers and tmtpbyeea, for any damages to City property by participants or public involved in the use of the rented
facility and agrees to assume all liability for the injury or death o[ any participant and public involved. Any damage
to the facility or equipment shall be reported immediately.
