The property is subject to Original Hastings Design Standards (OHDS) requirements. Though the cost of the retaining wall is less than 5 percent of the current building market value, staff is bringing the application before the Planning Commission as an appeal of an administrative decision. Staff would adrninistratively approve the wall if the material was determined to be consistent with historical building styles. ACTION BY PLANNING COMMISSION At its June 11, 2007, meeting, the Planning Commission voted to approve the retaining wall with the applicant's desired wall selection. Planning Commission meeting minutes- June 11, 2007 BACKGROUND INFORMATION Comprehensive Plan Classification The property conforms to the Comprehensive Plan. The Plan designates the property as U-I- Urban Residential (1-3 units per acre). Zoning Classification The subject property is zoned R-2\OHDS - Residential Medium Density\Original Hastings Design Standards. Single family homes are a permitted use subject to Design Standards Requirements. U-I - Res. U-I - Res. U-I - Res. Existing Condition The existing wall is in poor condition. The middle section of the wall is no longer in existence. Proposed Condition The applicant proposes to replace the existing loose laid retaining wall with a planter style retaining wall. OHDS REVIEW OHDS Intent Original Hastings Design Standards (OHDS) preserve and enhance traditional neighborhood design by reflecting the general characteristics of buildings dating from 1845 to 1940, which is the predominate era for building construction within the OHDS District. OHDS regulations ensure traditional neighborhood design by incorporating design features such as alleys, carriage houses, front porches, period sensitive housing design, sidewalks, and traditional street lighting. Design standards create and enhance the character of older neighborhoods by establishing regulation to guide property development and rehabilitation consistent with the unique historic character ofthe neighborhood. The OHDS are derived from the Design Guidelines for Original Hastings, adopted in 2003 by the City Council as part of the Heart of Hastings Master Plan. OHDS regulations are located found in Chapter 10.14, Subd. 4 of the Hastings City Code Materials The applicant is proposing to use an Anchor Diamond Pro system in the color Umber. This would match the existing retaining wall that was built on the property at an earlier time. These blocks are uniform in size and color. Staff would prefer the applicant to use a wall system that would better match the existing wall on the garage. This would include blocks of varying sizes with slight color variations. The difference is approximately $1,000 more for the blocks of varying sizes. RECOMMENDATION Approval of the site plan is recommended subject to the following conditions: 1) Blocks of varying sizes with slight color variations are used. HASTINGS CITY COUNClL RESOLUTION NO. I 3, Subd. 4- Original Hastings Design Standards; and WHEREAS, the Planning Commission of the City of Hastings recommended approval of the request with the applicant's desired wall selection. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council ofthe City of Hastings concurs with the recommendation ofthe Planning Commission. Council member moved a second to this resolution, and upon being put to a vote it was unanimously adopted by all COWlcil members present. McInnis stated he was comfortable with the ordinance amendment as the dealerships still need to apply for a Special Use Permit each month. Chair Truax opened and closed the Public Hearing at 7:44. No members of the public spoke. Action by Planning Commission: Motion by Stevens to approve the Ordinance Amendment for Temporary Auto Sales in C-4 Zoning District. Seconded by Peine. Upon vote taken, Ayes S, Nays O. Motion passed unanimously. OTHER ACTIONS S. Deitner, William - Original Hastings Design Standards Review #2007-28 - Replace Retaining Wall- 637 200 Street W. Associate Planner Kari Barker presented the staff report. Commissioner Stevens states he visited the site and agreed with the homeowner's block selection, His reasoning was that the staff's suggested block may not be the best choice for structural reasons, Commissioner Heideman expressed confusion why the application was coming before the Planning Commission. Associate Planner Barker explained the appeal process that is a part of the Ordinance. Chair Truax stated his beliefthat the applicant's choice was better due to the locking System as the old wall had tuck and mortar gone. He stated his desire would be for the entire wall to be rebricked, Associate Planner Barker stated that the application was in fact for the entire wall, to the left and right sides of the crumbling section. Action by Planning Commission: Motion by McInnis to allow applicant to use proposed material for the retaining wall, thus denying staff's recommendation. Seconded by Stevens; motion passed unanimously. Upon vote taken, Ayes S, Nays O. Motion passed unanimously.
