Public Dock Project
Recommended City Council Action
It is recommended that the City Council take action authorizing entering into a contract
with Portable Barge Services for the following:
Dock Protective Pile Clusters Installation:
Dock Installation:

These are the last of the public dock project contract awards. Staff has enclosed
memorandums from Joel Toso at the Polaris Group indicated the recommended awards.
Staff has also attached a copy of the summary of the project to date, based on the contract
awards. The City Council will note that the total construction project cost, based on the
contracts awarded to date (including the recommendation before you) is projected at
$179,780.77. In addition, the projected engineering fees for the project are $16,210,
resulting in a total projected cost of$195,990.77. Throughout the last two budget cycles,
funding has been set aside, and/or remains at the following levels:
2006 Budget: $54,824
2007 Budget: $100,000
Two year donations from Dakota Electric total: $10,000 ($5,000 each year)
Total: $164,824.
It is proposed that the shortfall of just over $31,000 be made up with a transfer from the
Parks Operation fund, which has a reasonable balance to assist with funding the project.
However, there is a possibility that the Hastings Chamber of Commerce and/or
Rivertown Days Committee may assist with a donation for the project, in amounts that
would not likely exceed a combined $10,000. Whatever amount is received from outside
sources, will be used to reduce the amount transferred from the Parks Operation Fund.
While the shortfall of $31 ,000 may seem a bit alarming, please keep in mind the
complexity of this project, the additional pilings that were needed for the project all
coupled with the community enthusiasm for the project, warrant the additional expense
beyond that which was original anticipated.
Regarding the schedule for the project; certain delays during the manufacturing of the
dock have occurred, through no fault of the City or the consulting engineering. As a
result, the project is now running up against the scheduling logistics associated with
Rivertown Days, scheduled to begin on Thursday July 19,2007.
Each of the contractors have suggested that if all went well, and there were no further
delays associated with weather, product delivery or installation, the dock may be installed
by Rivertown Days. I have suggested to our consultant that he advise the contractors that
delivery, installation and construction take place after Rivertown Days. While
disappointing that it will not be completed by Rivertown Days, the revised schedule
would still allow for a few months of operation in 2007.

Dear Mr. Osberg:
We have obtained three quotes for the installing the Hastings Dock to be delivered by ShoreMaster.
This work includes installing the dock anchoring piles, a nominal amount of dredging along the
inside portion of the dock, and installing the dock and associated ramps. The quotes received are
listed below:

We recommend pursuing a contract with Portable Barge Services for the following reasons:
