RE: Authorize Grant Agreement for Local Designation Project
The Minnesota Historical Society makes grant funds available to Certified Local
Governments, including Hastings, for preservation work. The source of the funds is the
National Park Service.
Council authorized an application to the Minnesota Historical Society for grant funding
for a designation study to take place from July 2007 to July 2008. The grant has been
awarded to reimburse $11,000 for a project estimated to cost $23,400. A match of
$10,000 is included in the City's 2007 budget. The balance of the match is staff time.
The funds would be used to contract a professional historian to work with the HPC
during this process. Approximately sixty properties will be evaluated. Of these, about
twenty would be selected by the HPC for research and preparation of nomination forms.
Approximately twenty properties considered to be most complete and significant will be
proposed for Council consideration. Property owners would be notified of meetings and
have the opportunity to represent their view points throughout the process.
Action: Please authorize execution of the agreement by the Mayor and City Clerk.

Dear .MT.'Grossman:
Enclosed please find a set of agreements for the city's Certified Local Government (CLG) grant in the
amount of$II,OOO for the Local designations approved on April 5, 2007.
Enclosed are three blue-bound copies of your Certified Local Government Agreement. The
Agreement outlines the federal requirements necessary for the implementation of the grant. Carefully
review Attachment A that outlines your project in detail. Your Agreement also includes the Us.
Department of Interior Civil Rights Assurance Certification Regarding Debarment, Suspension, and
Other Responsibility Matters, Drug Free Workplace Requirements and Lobbying (pages seven
through nine).
If the Agreement is acceptable, please have the three blue bound copies signed on pages six and nine.
These copies should be returned to the Grants Office. A fully executed copy will be returned to you
for your files.
Please note that a brief monthly report is due in the Grants Office by the 15th of each month for the
duration of the project period (see Attachment A and 2007 CLG Grants Manual Appendix F). This
brief form should take no longer than a few minutes to complete each month. It greatly facilitates the
tracking of the progress of the projects.
